SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE WRITTEN RECOMMENDATION OF THE CITY MANAGER (AS SET FORTH IN THE CITY COMMISSION MEMORANDUM ACCOMPANYING THIS RESOLUTION) AND WAIVING, BY A 5/7TH VOTE, THE FORMAL COMPETITIVE BIDDING REQUIREMENT, FINDING SUCH WAIVER TO BE IN THE CITY'S BEST INTEREST, AND APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A WORK ORDER WITH SOLARES ELECTRICAL SERVICES, INC., IN THE NOT TO EXCEED AMOUNT OF $248,000.00, FOR THE PURPOSE OF COMPLETING THE PROPERTY MANAGEMENT EMERGENCY GENERATOR AND TRANSFER SWITCH PROJECT, WHICH INCLUDES NON-PRE- PRICED ITEMS IN THE AMOUNT OF $138,277.41, PURSUANT TO THE COMPETITIVELY BID SOURCEWELL COOPERATIVE CONTRACT FOR CONSTRUCTION SERVICES (FORMERLY KNOWN AS NATIONAL JOINT POWERS ALLIANCE (NJPA)), WITH PREVIOUSLY APPROPRIATED FUNDING.


RECOMMENDATION

The Administration recommends adopting the Resolution.



ANALYSIS

 

The City needs to install one (1) emergency generator at the Property Management Department (the Project). The Project consists of a 500kW generator as per specifications noted in the permit drawings by TLC Engineering, the engineer of record for the Project. The installation of this equipment is essential to keep the Property Management facility operational in the event of a storm or other catastrophe that would result in loss of power.  Accordingly, the Property Management Department (the Department) issued Invitation to Quote (ITQ) ITQ-2019-018-MT pursuant to Section 3.2 of City of Miami Beach contract ITB 2018-039 (the Agreement) to Furnish, Installation, Maintenance and Repair of Generators Citywide. Consequently, a quote was requested from R & D Electric Inc. and All Power Generators, the awarded vendors under this Agreement. All Power did not respond. R & D Electric provided a lump sum proposal in the amount of $286,442.00.

 

On February 21, 2014 the Finance and Citywide Projects Committee (the Committee) endorsed a recommendation by the Administration to reintroduce this efficient process of project delivery to the City, to begin utilizing the Gordian Group's indefinite quantity contract (IQC), alternatively known as JOC, for construction services to expedite the delivery of construction or maintenance projects under $250,000, or for emergency projects, as approved by the City Manager. Sourcewell, formally known as National Joint Powers Alliance (NJPA), a national cooperative that bids contracts aggregating the spend volume of agencies across the country, has awarded Contract No. #071415-GGI for IQC construction services to the Gordian Group. The NJPA contract with the Gordian Group includes a number of contractors prequalified to provide services to the City pursuant to the contract under an IQC pre-priced methodology. The contract also has a provision for non-pre-priced items which requires the contractor to secure three quotes for every item that does not correspond to a pre-priced contract line item.

 

In efforts to expedite the installation of the generator and transfer switch at the Property Management Department, the above referenced project has been selected as a project appropriate for acquiring construction services through the Gordian IQC process. Details of the scope of work of the project are included in the attached proposal from Solares Electrical Services, Inc., a prequalified vendor providing construction services to the City pursuant to Gordian Group's IQC contract awarded by NJPA. A proposal from Solares Electrical Services, Inc., in the amount of $248,000.00 with a contingency included for the installation of one (1) 500 kW generator and transfer switch, which includes the non-pre-priced items in the amount of $138,277.41.


CONCLUSION

The Administration recommends adopting the Resolution.
