1. Approval to submit an application to the State of Florida Department of Health, Emergency Medical Services Matching Grants Program, for funds in the approximate amount of $24,000, for the acquisition of two mechanical compression devices.
The State of Florida Emergency Management Services (EMS) matching grant program provides emergency medical service providers with funds to acquire, repair, improve or upgrade emergency medical services systems. Funds must be used for the improvement and expansion of emergency medical services within a list of eligible activities outlined by the State.
The City Administration is requesting funds in the approximate amount of $24,000 to acquire two (2) Mechanical Compression Devices for the Miami Beach Fire Department. The devices will allow the City’s Fire Rescue staff to effectively perform cardiopulmonary resuscitation on cardiac arrest patients. This project is expected to improve the mortality and morbidity rates of victims suffering from cardiac arrest.
The total project cost is approximately $31,000 and the grant requires a 25% match in the approximate amount of $8,000, which is subject to appropriation in the Fiscal Year 2019/20 budget. This project supports the key intended outcome to maximize the Miami Beach brand as a world class destination.
2. Approval to submit an application to the Florida Department of Transportation, County Incentive Grant Program, in the approximate amount of $1,816,000 for the Alton Road Shared Use Path Project.
The County Incentive Grant Program provides grants to counties to improve transportation facilities. The program is authorized through Florida Statutes, Section 339.2817, which allows Florida Department of Transportation (FDOT) to issue grants to counties for local transportation projects that relieve congestion on the State Highway System. To be eligible for consideration, the City must apply through Miami-Dade County. Funding for the program is subject to an annual appropriation by the Legislature.
The City Administration is requesting funds for the Alton Road Shared Use Path Project. The project is a shared use path that will run along the east side of Alton Road between Chase Avenue and Michigan Avenue, continue east at Chase Avenue and 34th Street, and intersect with the bicycle lanes at Prairie Avenue. The facility will consist of buffered bi-directional bicycle lanes and a walking path. Future plans call for the path to connect to the North Bay Road Neighborhood Greenway, the Chase/34th Street Shared Use Path, the Meridian Avenue Shared Use Path, and the existing Dade Boulevard Shared Use Path.
The total project cost is $3,631,441. The City is applying for funding in the approximate amount of $1,816,000 and the grant requires matching funds in the approximate amount of $1,816,000. The source of matching funds is the GOB Program – Project 43 Protected Bicycle Lanes and Shared Bike Pedestrian Paths ($5 Million approved in GOB Program). This project supports the key intended outcome to maintain Miami Beach public areas and rights-of-way citywide.
3. Approval to submit Appropriation Funding Requests to both the Florida House and the Florida Senate in the approximate amount of $2,250,000.
Appropriations authorize the spending of public money on an annual basis. Appropriations measures passed by the Florida Legislature comprise the state budget. At this time, both the House and Senate have released their forms for funding requests and as such, the City is submitting three budget requests. The funding requests are as follows:
North Beach Business Incubator:
North Beach is a re-emerging neighborhood in Miami Beach. The City, in partnership with the private sector, has been working on a public/private partnership business incubator program to promote economic development in the North Beach area, create and retain jobs and talent and provide a supportive environment for small and new businesses and entrepreneurs. The request amount is approximately $1 million and the City’s match is approximately $1 million. The matching funds are subject to appropriation through the Fiscal Year 2019/20 Budget process.
Supervisory Control and Data Acquisition System:
The Supervisory Control and Data Acquisition System (SCADA) is a software system that will operate the City’s water, sewage disposal and stormwater pumps through automated technology. The goal of this project is to allow the pumps to be operated efficiently from a central location in order to prevent system failures and prevent public health situations such as failure in the sewage system. The request amount is approximately $1 million and the City’s match is approximately $2 million. The sources of matching funds are from accounts 419-0815-000674-00-418-561-00-00-00-20719 and 429-0815-000674-29-422-564-00-00-0020719.
Inclusionary Aides (Special Abilities Program/Inclusion)
The City of Miami Beach provides daily After School and Summer Camp recreational programs. Inclusionary Aides provide one-on-one assistance to participating children with moderate/severe special needs. There has been a substantial increase in the number of special needs youths in our community. The City’s goal is to provide these youths with support in a safe environment and mainstream them into existing programs with the assistance of Inclusionary Aides. The request amount is approximately $250,000 and the City’s match is approximately $400,000. The source of matching funds is the Parks and Recreation Department budget account 011-0950-000111-28-406-544-00-00-00.
City staff will work with our Legislative Consultants and Senate and House sponsors to ensure the funding requests are submitted to the Legislature. This project supports the key intended outcome to maximize the Miami Beach brand as a world class destination.
