As part of the Miami Beach Convention Center Renovation and Expansion Project ("MBCC Project"), a new urban park (the "Park") is being created to replace the existing surface parking lot located west of Convention Center Drive, between 18th Street and 19th Street, and known as the Preferred Parking Lot ("P-Lot").
On February 11, 2015, the Mayor and City Commission adopted Resolution No. 2015-28925, approving an agreement with Fentress Architects, Inc. ("Fentress") to serve as the Architect of Record for the MBCC Project, including the design of the Park, in conjunction with West 8, the landscape architect.
On July 26, 2017, the Mayor and City Commission adopted Resolution No. 2017-29964, approving a revised concept design for the Park, with such design to include an open area large enough to accommodate staging for events, such as the annual Design Miami show, and approving additional design and permit fees in the amount not-to-exceed $355,000 to be funded from the allowance currently allocated for the park as part of the MBCC Project. The design concept was presented at the City Commission meeting. Inspiration for the concept came from prominent art shows staged in beautiful London parks.
The Administration obtained input from adjacent residents and the Design Miami team, and based thereon, a refined schematic design was presented to and approved by the Design Review Board (DRB) at the February 6, 2018 meeting.
On April 11, 2018 once the schematic design was complete City Commission authorized the Administration to direct Fentress to develop the 100% construction documents for the Park, which would then be utilized for purposes of the bidding and/or construction of the Park project.
ITB PROCESS
ITB No. 2019-039-KB, was issued on November 6, 2018, with a bid opening date of December 13, 2018. Three (3) addenda were issued. The Procurement Department issued bid notices to 768 companies utilizing www.publicpurchase.com website and 181 via email notification. 132 prospective bidders accessed the advertised solicitation. The notices resulted in the receipt of two (2) responses from: Critical Path Services, Inc. and J.R.T. Construction, Co (Refer to attachment A).
The ITB stated that the lowest responsive, responsible bidder meeting all terms, conditions, and specifications of the ITB will be recommended for award. In its due diligence, the Procurement Department verified that the lowest responsive bid submitted by Critical Path Services, Inc. (“Critical Path”) met the requirements of the ITB, including:
1. Submittal of a bid bond.
2. Licensing requirements.
3. Previous project experience.
4. Compliance with the local workforce reporting requirement.

Its team is highly motivated and committed to the highest standards to ensure that each project is completed to the highest level with the utmost care, delivering a finished project efficiently, on time and within projected costs. Additionally, Critical Path is currently under contract with the City of Miami Beach for Carl Fisher Clubhouse Restoration and Flamingo Park master plan improvements- Phase I and, according to staff, has performed well.
