SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE AND AUTHORIZING THE CITY MANAGER TO EXPAND THE CAREGIVER PARKING PROGRAM.

RECOMMENDATION

Accept the recommendations of the Neighborhood and Community Affairs Committee regarding the Caregiver Parking Program.

ANALYSIS

The City’s Parking Department currently offers a Caregiver parking permit to residents within restricted residential parking zones.  The program allows for parking privileges to authorized caregivers to park within each of the City’s residential parking zones.  An affidavit from the resident’s physician is required to attain this parking privilege.  A Caregiver permit is valid for six (6) months for $25.00 fee.  

 

The Senior Affairs Committee requested the Parking Department to offer options for residents of senior housing facilities needing caregiver parking in areas with commercial parking regulations (municipal metered parking lots and garages).     

 

The Parking Department proposed to expand the Caregiver Program to be honored at certain metered parking lots and garages (see attached map depicting senior housing facilities and corresponding parking facility) near those senior housing facilities.

 

On November 26, 2018, the Senior Affairs Committee held their regularly scheduled meeting and the proposed expansion of the Caregiver Program was discussed.  As a result, the Senior Affairs Committee approved the following motion:

 

“Motion to urge the Mayor and Commission to allow for caregivers parking located near the senior centers at metered parking lots and garages.”

 

On December 12, 2018, the Mayor and Commission approved a referral to the NCAC to discuss the item.

 

On December 14, 2018, the Neighborhoods and Community Affairs Committee (NCAC) discussed the item and approved a motion to expand the caregiver program to municipal parking lots and garages. 


CONCLUSION

The Administration recommends that the Mayor and Commission approve the attached Resolution accepting the recommendations of the NCAC regarding the proposed expansion of the Caregiver Parking Program to be honored at certain municipal parking lot and garages.
