COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Jimmy L. Morales, City Manager
DATE:January  16, 2019

SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE, AT ITS DECEMBER 14, 2018 MEETING, AND APPROVING EXPANDED GOLF PRIVILEGES AT MIAMI BEACH GOLF CLUB AND AT NORMANDY SHORES GOLF CLUB FOR MEMBERS OF MIAMI BEACH SENIOR HIGH AND NAUTILUS MIDDLE SCHOOLS' GOLF TEAMS, AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND INCORPORATE THE TERMS OF THE EXPANDED GOLF PRIVILEGES IN THE CITY'S MANAGEMENT AGREEMENTS FOR THE AFORESTATED GOLF CLUBS.

ANALYSIS

On December 12, 2018, the City Commission referred a discussion to create free, year-round practice accommodations for Miami Beach Senior High and Nautilus Middle School’s golf teams at Miami Beach golf course locations to the Neighborhood/Community Affairs Committee (the “NCAC”) meeting.

At the December 14, 2018 NCAC meeting, the Committee moved the Parks and Recreation Department’s proposed practice schedule, with changes, to City Commission with favorable recommendation.

At the time of this memo, members of Miami Beach Senior High School and Nautilus Middle School’s golf teams have access to Miami Beach Golf Club (the “MBGC”) throughout their regular golf season, on designated days. Current access is as follows:

  • Miami Beach Senior High (August – mid October)

      • Practice Monday – Friday

      • Includes access to the practice facility and range/bucket of balls for players (driving range, putting green, etc.)

      • If the course usage is running slow, team will be allowed to walk 9 holes

      • 2 scheduled matches per season

  • Nautilus Middle School (February – March)

      • One practice a week on Wednesday

      • Range/bucket of balls for players

Administration is proposing the following expanded year-round practice and playing privileges for members of both teams, during the days and times designated below, subject to practice facility and golf course availability:

  • Expanded In-Season Access

    • Miami Beach Senior High (August – mid October)

    • Nautilus Middle School (February – March)

      • Sunday – Friday after 3:00 p.m. at Miami Beach Golf Club

      • Sunday – Friday after 3:00 p.m. at Normandy Shores Golf Club

      • Includes access to the practice facility and unlimited range/bucket of balls for players (driving range, putting green, etc.) at both courses, subject to practice facility and golf course availability

      • If the course usage is running slow, team will be allowed to walk 9 holes

      • 2 scheduled matches per season

  • Expanded Off-Season Year-Round Access

    • Miami Beach Golf Club

      • Sunday and Tuesday after 3:00 p.m. - If the course usage is running slow, team will be allowed to walk 9 holes

      • Sunday – Friday: Range access and unlimited buckets of balls after 3:00 p.m., subject to practice facility and golf course availability

    • Normandy Shores Golf Club

      • Sunday – Friday after 3:00 p.m. - If the course usage is running slow, team will be allowed to walk 9 holes

      • Sunday – Friday: Range access and unlimited buckets of balls after 3:00 p.m., subject to practice facility and golf course availability

As part of the proposed policy, team members will be expected to review and sign the golf course rules and regulations prior to usage of the facilities.

Miami Beach Golf Club is evaluated as one of the top 2% of municipal golf facilities in the United States and golfers have a level of expectation with overall facility service that is commensurate with MBGC’s premier golf course status. As such, team members are expected to adhere to the rules and observe customary golf etiquette during use of the golf facilities. Failure to comply with rules and etiquette will result in loss of privileges.

The Administrator and/or Athletic Director from both Miami Beach Senior High and Nautilus Middle school will be required to submit their team roster to the City’s Parks and Recreation Athletic Manager, at the start and end of the Miami Dade County Public School year. The roster will determine which participants are eligible for golf practice and privileges. Use of such privileges is non-transferable and do not extend to that of a player’s parent or guardian.

Team members must present their school ID upon registration/check-in at the respective golf club, may reserve tee times 24 hours in advance, and must register in the pro shop to obtain practice balls, must always be cleared by the starter prior to teeing off, and give priority to club members and guests by allowing them to play through.

Depending on demand, team members may be paired up in order to maximize utilization of the course. Course Management/Administration reserves the right to decide player groupings.

CONCLUSION

Mayor and City Commission should accept the recommendation of the Neighborhood and Community Affairs Committee  to approve expanding year-round practice and playing privileges for members of Miami Beach Senior High and Nautilus Middle School’s golf teams, during designated days and times as proposed.
