BACKGROUND
Since 2014, the City of Miami Beach has been providing Traffic Monitoring and Management Services as part of a citywide program intended to reduce congestion, improve incident management, and improve traffic flow through construction zone management and special event traffic management along its principal corridors for 14 hours a day, 365 days a year. The existing program consists of the deployment of temporary traffic monitoring cameras, travel time data collectors, and portable Digital Message Signs strategically placed throughout the City to monitor real-time traffic conditions, inform motorists, and deploy mitigation strategies, including traffic signal timing modifications. The implementation of this program has resulted in average travel time improvements of 22% along the monitored corridors.
In parallel to this effort, the City's Transportation Department has been working on an Intelligent Transportation System (ITS) and Smart Parking System (SPS) Project since 2015. The ITS/SPS Project consists of the permanent installation of High Definition Closed-Circuit Television (C.C.T.V.) Cameras, Travel Time Detector Devices, Microwave Data Collection Devices, aesthetic and context-sensitive Causeway and Arterial Digital Message Signs, and the building and operating of a state of the art Traffic Management Center. In addition, the project also includes Digital Message Signs at all City-owned parking garages and 33 parking lots to display real-time parking availability.
The ITS/SPS Project is anticipated to improve travel times by an average of 13% in addition to the 22% improvement currently achieved by the existing Traffic Monitoring and Management Program.
In September 2016, the City issued a Request For Proposal for Design, Build, Operation, and Maintenance (DBOM) services for the City's proposed ITS/SPS Project. Following a two-step evaluation process, the recommendation by the City Manager was presented at the October 18, 2017 City Commission meeting. At the meeting, the City Commission adopted Resolution No. 2017-30064 which authorized the Administration to negotiate the scope and fee of the ITS/SPS project and execute a contract with the selected proposer.
