COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Commissioner Mark Samuelian
DATE:December  12, 2018

SUBJECT:REFERRAL TO THE SUSTAINABILITY AND RESILIENCY COMMITTEE TO DISCUSS EXPLORING THE CITY OF MIAMI BEACH JOINING THE AMERICAN FLOOD COALITION.

ANALYSIS

Due to the unique geography of low lying coastal areas, cities along this nation's coast are especially susceptible to the effects of climate change--the most salient of which is flooding. That is what motivated the formation of The American Flood Coalition, a 501(c)4 group which looks to provide a unified voice for coastal states at the federal level.  Among the cities that have joined are Coral Gables, St. Petersburg, St. Augustine, Ft. Lauderdale, Surfside, Pompano Beach, Sunny Isles Beach, South Miami, Delray Beach, Cutler Bay, Port Orange, Key Biscayne, Boca Raton, Hillsboro Beach, Aventura, Key West, Lauderdale-By-The-Sea, Hollywood, Highland Beach, Miami Shores, Miami Lakes, Coral Springs, Cocoa Beach, Punta Gorda, St. Augustine Beach, Boyton Beach and Venice.

The American Flood Coalition is a nonpartisan advocacy group. There is no cost to join and no legal obligation. The group has experts and resources that help cities in planning for sea level rise. More importantly, they support a national policy to improve infrastructure and resiliency for coastal communities, making sure these cities have the federal and state resources needed to adapt to the challenge of sea level rise.

Their website is FloodCoalition.org.

The City of Miami Beach had initial discussions with this organization (then known as the Seawall Coalition) approximately one year ago. Attached is the after action from the discussion during the February Sustainability and Resiliency Committee meeting.
