SUBJECT:REQUEST FOR APPROVAL TO ISSUE REQUEST FOR PROPOSALS (RFP) 2019-001-WG, FOR EMERGENCY MANAGEMENT ADMINISTRATIVE SUPPORT SERVICES.

RECOMMENDATION

Authorize the issuance of the RFP.

ANALYSIS

On July 17, 2013, the Mayor and City Commission adopted Resolution Number 2013-28249, approving the award of Request for Qualification (“RFQ”) No. 065-2013TC for emergency management administrative support services to Tidal Basin Government Consulting, LLC as the primary firm, and David Shapiro Disaster Planning & Recovery Consultants, Inc., as the secondary firm.

 

On October 21, 2013, the City and Consultants executed Agreements for the services with an expiration date of November 30, 2016.  Amendment No. 1 was executed October 27, 2016 correcting a scrivener’s error that omitted two (2) one-year renewal options beyond the initial term. 

 

On November 14, 2018, the Mayor and City Commission approved the extension of the above referenced Agreement on a month-to-month basis for a term not to exceed one year or until the Hurricane Irma funds recovery process is complete, whichever comes first.

 

Over the past several years, the City of Miami Beach has experienced several disaster events with the most recent significant event occurring in 2017 with Hurricane Irma.  Although, City staff provides support for the preparation of claims, recovery of costs, administration of projects, appeals, and audits, the completion of these tasks takes significant resources away from staff normal day to day duties. The City is currently seeking public disaster assistance reimbursement through FEMA related to Hurricane Irma.

 

The purpose of this RFP is to select a contractor to provide designated emergency management administrative support services as directed solely by the City.

 

SCOPE OF SERVICES

The selected consultant will provide services designed to support the City’s emergency management administrative needs with preparedness, mitigation, response and recovery associated with disaster related events. This support will facilitate the maximization of federal and other funding, and to help the City retain these funds during subsequent project closeouts and audits.

·         SUBMITTAL REQUIREMENTS.  Please Reference Section 0300, Page 12 RFP 2019-001-WG for Emergency Management Administrative Support Services (attached).

 

·         CRITERIA FOR EVALUATION.  Please Reference Section 0400, Page 15, RFP 2019-001-WG for Emergency Management Administrative Support Services (attached).

 

Following the receipt of proposals an Evaluation Committee will review proposals in accordance with the criteria established in the RFP.

 

Additionally, I am considering appointing the following individuals to serve on the Evaluation Committee for this project:

  • Jay Fink, Assistant Director, Public Works Department, City of Miami Beach
  • Juan Mestas, Deputy Fire Chief of Operations, Emergency Manager, City of Miami Beach
  • Tameka Otto-Stewart, Director, Office of Budget and Performance Improvement, City of Miami Beach
  • Allison Williams, Deputy Director, Finance Department, City of Miami Beach

 

I am also considering the following individuals as alternates:

  • Georgette Daniels, Financial Analyst III, Emergency Management, Finance Section, City of Miami Beach
  • Digna Abello, Fire Training Division Chief, Fire Department, City of Miami Beach

CONCLUSION

The City Manager recommends that the Mayor and Commission authorize the issuance of the RFP 2019-001-WG for Emergency Management Administrative Support Service.
