SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, IN SUBSTANTIAL FORM, AMENDMENT NO. 1 TO THE AGREEMENT NO. 17-095-01 BETWEEN THE CITY OF MIAMI BEACH AND HULETT ENVIRONMENTAL SERVICES, INC., EXTENDING THE TERM FOR HULETT ENVIRONMENTAL SERVICES INC. TO PROVIDE PEST CONTROL SERVICES AT CERTAIN CITY-WIDE LOCATIONS, IN AN AMOUNT NOT-TO-EXCEED $51,286.44, FOR A TOTAL NOT-TO- EXCEED CONTRACT AMOUNT OF $70,240.00, TO BE FUNDED WITH PREVIOUSLY APPROPRIATED FUNDS, AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE FINAL AMENDMENT NO. 1 WITH HULETT ENVIRONMENTAL SERVICES, INC.


ANALYSIS

The City of Miami Beach (the “City”) Commission approved the issuance of Invitation to Bid (ITB) No. 2017-095-AK on February 6, 2017, which ensures facilities are being provided with routine interior and exterior pest control services, and other specialty services as necessary, in an environmentally friendly manner.

On April 26, 2017, the Mayor and City Commission approved the award of Invitation to Bid (ITB) No. 2017-095-AK, for pest control City-wide (the ITB) to Hulett Environmental Services Inc. (“Primary Vendor”) in an annual amount of $18,954.00.

The City’s Property Management Department issued three (3) Invitation to Quote (ITQ), ITQ 2017-054-MT on October 31, 2017, ITQ 2018-004-MT on July 14,2018, and ITQ 2018-027-MT on March 23,2018,  pursuant to Agreement  17-095-01 in order to capture the additional locations properties not included in the original ITB.

 All three (3) ITQs were awarded to lowest, most responsible bidder, Hulett Environmental Services Inc. (“Primary Vendor”) in an additional annual amount of $51,286.44.

 

In order to maintain quality of service, the Administration was directed to continue providing these services for the Contract term of three (3) years from the date of execution by the Mayor and City Clerk of the City of Miami Beach, through its City Manager, for two (2) additional one (1) year terms. The funding for the enhancement was approved, in the amount of $70,240.00, and adopted during the FY 2018-2019 budget hearing on September 26, 2018


CONCLUSION

The Administration recommends the approval, in substantial form, of Amendment No. 1 to the Agreement, a copy of which is incorporated herein by reference and attached to the Resolution accompanying this Commission Memorandum, providing for the addition of services for pest control City-wide.
