COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Jimmy L. Morales, City Manager
DATE:October  17, 2018

SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY OF MIAMI BEACH, ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT, TO ACCEPT A DONATION FROM THE CITY OF NORTH BAY VILLAGE OF A THREE-YEAR OLD NARCOTICS TRAINED CANINE, WITH AN APPROXIMATE TOTAL VALUE OF $25,000, FOR USE BY THE MIAMI BEACH POLICE DEPARTMENT CANINE UNIT.

ANALYSIS

The North Bay Village Police Department has recently approached the Miami Beach Police Department (MBPD) regarding a three-year old K9 dog. The North Bay Village Police Department recently changed leadership and strategic initiatives and as a result, the Department no longer wishes to keep the K9 dog and has offered to donate him to another law enforcement agency.

The Miami Beach Police Department’s K9 Unit currently consists of 13 dogs and handlers. The MBPD recently decided to add a 14th dog and handler to the Unit, had already selected a handler, and was in the process of identifying potential dogs for purchase. The North Bay Village K9 dog has an approximate value of $13,000. In addition, the K9 dog has already completed a 6-week narcotics training at an approximate value of $12,000 ($5,000 for the training and $7,000 for the officer salary during training).

Accepting the K9 dog donation from North Bay Village will provide MBPD with an additional K9 dog while saving the City approximately $25,000. We are requesting the Mayor and Commission to authorize the City Manager, on behalf of the Police Department, to accept the donation of the K9 dog from North Bay Village.
