The Beachwalk projects are part of the larger Atlantic Greenway Network (AGN), which is a system of walkways and bikeways designed to promote alternative transportation. They extend in a north/south direction and run between the erosion control line and the dune system. They complement the neighborhood bicycle facilities, which extend in east-west as well as north-south directions through the south, middle, and north beach neighborhoods. The beachwalk will connect area business districts, cultural and tourism centers, residential neighborhoods, parking facilities, parks, schools, and the beaches.
The Beachwalk II Project was split into two phases: Phase I (South Pointe Drive to 3rd Street) and Phase II (3rd Street to 5th Street). Phase I was completed at the end 2014. Phase II is under construction and expected to be completed in December, 2018. The proposed pathway for the Phase II project is located on State lands and traverses through the existing dune system. All impacts to the dune system will be mitigated through planting additional dunes toward the eastern toe of the existing dune. The 100% design plans of the Beachwalk II Phase II have been approved by the Florida Department of Environmental Protection (FDEP) and the Florida Department of Transportation (FDOT). FDOT is funding $850,000 of the total construction cost.
This project consists of the construction of an on-grade ADA compliant pedestrian paver walkway, with bollard lights, landscaping and irrigation. The path will run north from approximately 3rd Street to 5th Street. Exotic dune vegetation will be removed and replaced with dune enhancements such as native dune vegetation species and beach compatible dune fill will be provided for the landscaping. The proposed path lighting will meet Florida Fish and Wildlife Commission’s marine turtle nesting requirements.
On January 17, 2007, the Mayor and City Commission adopted Resolution No. 2007-26438, for Professional Services Agreement with Coastal Systems International, Inc. (Consultant) for the design, permitting, bid, award and construction administration services of the Atlantic Greenway Network “Beachwalk II” Project, in the amount of $486,731.
On October 16, 2013, the Mayor and City Commission adopted Resolution No. 2013-28377, approving Amendment No.1 to this agreement for supplemental construction administration services for Phase I of the project, in the amount of $49,360; and further ratify the additional professional services previously provided and completed by the Consultant during the Design Phase of the Project, in the total amount of $35,590. Phase I established a link from Marjory Stoneman Douglas Ocean Beach Park to South Pointe Park from 3rd Street to South Pointe Drive.
On September 28, 2017, the Administration executed Amendment No. 2, for the Consultant to perform additional duties to include bidding, contract award and construction administration services for Phase II of this project, in the amount of $35,850. Phase II will establish a link from Marjory Stoneman Douglas Ocean Beach Park to Lummus Park from 3rd Street to 5th Street.
The City negotiated the proposal (Attachment A) from Coastal Systems International, Inc. for provision of professional services associated with additional scope to the Beachwalk II Phase II project. This Amendment No. 3 to the Agreement is for the Consultant to revise the construction documents to include a paver system depicting street numbers, as requested by City Administration; modify the elevation of the berm immediately across from the Savoy Hotel, per coordination with the Hotel Savoy’s renovations project; re-design the path at the 5th Street connection to accommodate vehicles with larger turning radii to access the hard pack to the north of the site including adjustments to the lighting and photometric plans; addition of security cameras, as requested by the Police Department, in the amount of $22,700.
City staff has evaluated the Consultant's fee proposal and find that the fees are fair and reasonable.
This Amendment No. 3 in the amount of $22,700 will increase the total contract amount to $630,231.
