| SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE CHANGE ORDER NO. 1 TO THE
CONSTRUCTION CONTRACT BETWEEN THE CITY OF MIAMI BEACH,
FLORIDA, AND WEST CONSTRUCTION INC., FLORIDA, WHICH CHANGE
ORDER INCLUDES THE PROCUREMENT AND INSTALLATION OF A NEW
ICONIC PLAYGROUND FOR ALTOS DEL MAR PARK, IN AN AMOUNT NOT
TO EXCEED OF $962,470, PLUS AN OWNER'S CONTINGENCY IN THE
AMOUNT OF $96,247, FOR A TOTAL AMOUNT OF $1,058,717; WITH
PREVIOUSLY APPROPRIATED FUNDING AND SUBJECT TO A FUTURE
CAPITAL BUDGET AMENDMENT.

| | | | | | | | ANALYSIS
| Altos Del Mar Park is located east of Collins Avenue between 76th and 77th Street and is one of the few remaining beach front parcels within Miami Beach that is designated park land. The Historic Preservation Board (HPB) reviewed the Application for Certificate of Appropriateness for the design of a new park, including landscape, the construction of a new 1-story restroom facility and a designated area for a future playground and approved it on July 12, 2016. Subsequently, the Design team moved forward with completing the construction documents and obtained permits through various local and State Agencies.
On June 29, 2016, the City’s Parks and Recreation Advisory Board unanimously recommended for the city to explore and build “functional art parks” and included potential locations.
On September 14, 2016, the City Commission accepted the recommendation of the Commission’s Neighborhoods and Community Affairs Committee to incorporate a non-traditional thematic playground in several parks, including Altos del Mar Park.
On October 18, 2017, Pursuant to Invitation for Bids (ITB) 2017-146-ZD, the Mayor and City Commission awarded a contract to West Construction, Inc., for the construction of the Altos Del Mar Park Project. The contract was executed on January 23, 2018 for an amount of $2,447,685 plus an Owner’s Contingency of $244,769 for a total contract value of $2,692,454. The Office of Capital Improvement Projects issued the Notice to Proceed for the construction of the Project on April 12, 2018. Construction of the park and restroom building is currently underway.
During the Master Plan, Design and Construction Document phases, the playground component of the park was identified to be completed in the future. Due to programming and funding constraints, it was never included in the project which is currently under construction. In the FY19 Capital Budget, $350,000 was allocated for a standard playground component.
On September 12, 2018, the City Commission discussed the Altos Del Mar Park and directed staff to pursue the installation of an iconic playground and return to the October City Commission meeting with a proposal and a budget.
The procurement and installation of an iconic playground at Altos Del Mar Park, inclusive of unique/artistic play features designed for age groups 2-5 year olds and 5-12 year olds, rubberized safety surface and quick release fabric shade structure is an added scope to the current contract, and requires a change order in the not to exceed amount of $1,058,717, including owner’s contingency, which has been reviewed and found to be fair and reasonable. The revised total contract amount, including this Change Order No. 1, will be $3,751,171.
The proposal for the new playground at Altos Del Mar acknowledges the historic significance of the area and aims to playfully recreate its storied past. Altos Del Mar Park is located in very close proximity to the original site of the Biscayne House of Refuge; what is 73rd Street today. First established in 1876, the Biscayne House of Refuge was one of several life-saving stations set up along Florida’s lower east coast to serve as havens for those ships that were wrecked on the reefs or in storms along the coast.
The recreated House of Refuge would be dedicated to the 2-5 year old age group and would house interactive play features designed to contribute to the development of fine motor skills, social skills and independent play.
The second major component of the playground will be the “shipwreck.” This area would be dedicated to the 5-12 year old age group and would consist of a linked play structure with decks and play activities geared to the body dimensions and play needs of older children. This structure would provide physical challenges through climbers, zip lines, fitness clusters, spinners and other independent play events.
The total project cost of upgrading the playground is approximately $1.2 million. This includes construction, shop drawing preparation, playground equipment, permit fees, surveying and testing, contingency and construction management fees. A Capital Budget Amendment of $862,000 will be required to supplement the current $350,000 allocated funding.
