SUBJECT:

DISCUSSION REGARDING ENHANCING NORTH BEACH THROUGH CREATIVE FUNDING OPTIONS, AND DIRECTING THE ADMINISTRATION TO DEVELOP A QUALITY OF LIFE PLAN THAT INCLUDES OPTIONS WITH RESPECT TO TRAFFIC, PARKING AND NEIGHBORHOOD PROJECTS, CONSISTENT WITH THE NORTH BEACH MASTER PLAN, WITH SUCH PROJECTS TO POTENTIALLY BE FUNDED BY A DEDICATED FUNDING STREAM FOR THE BENEFIT OF THE NORTH BEACH AREA


HISTORY:

At the January 24, 2018 Neighborhood/Community Affairs Committee (NCAC), the Committee discussed potential ways to finance design projects and activities that were recommended and later approved by Commission in the North Beach Master Plan.

 

The creative funding options for North Beach would allow the City to further fund and execute on many of the activities and designs recommended in the North Beach Master plan. The North Beach Master Plan was created to design an economic and revitalization strategy for the North Beach district of Miami Beach. The plan put forth five priority areas to spur economic activity: create a town center, provide more mobility options, Protect and enhance neighborhoods, better utilize public lands, and build resilient infrastructure.  The Commission approved the recommendations put forth in the plan and has made it a priority of the City.

 

The Committee directed Staff to create a Quality of Life plan and project list that is consistent with the North Beach Master Plan that address traffic, parking, and neighborhood projects. This document would allow the Administration to identify critical projects that could be funded through a dedicated funding source, if needed. Additionally, the Committee directed Staff to review the Quality of Life project plan with each of the Neighborhood/Community Affairs Committee members to solicit feedback and suggestions. 


ANALYSIS:

Upon the direction from NCAC, Staff reviewed and analyzed the project recommendations found in the North Beach Master Plan. Attached to this memo is a consolidated working document that reflects these recommendations as well as other North Beach related projects that were either proposed in the plan, by the Commission, or General Obligation Bond. 

 

This document will allow for Staff and the Commission to track projects, goals and benchmarks, and associated funding needs all related to North Beach. This document will be managed by the Department of Tourism, Culture and Economic Development and updated monthly. Additional projects that arise related to North Beach will be added to the document and further tracked. 

 

 

 

 

 

 



CONCLUSION:
Administration requests that the Neighborhoods/Culture Affairs Committee review and approve the North Beach Quality of Life project list and allow for this document to serve as the project management tool for North Beach activities.
