ANALYSIS:
The community has expressed an interest in batting cages at North Shore Park, as it will add an additional recreational component to the area. The conceptual design of a batting cage component which would fit within the park includes four batter stations with four automated coin/token/card operating pitching machines: three designated baseball launchers and one designated softball launcher.
Below are estimated costs from an online search for an automated coin operating batting cage. The sample given would need a 60’x70-90’ footprint. The costs are estimates, and may not represent South Florida prices.

The issuance of an RFP shall provide a means for prospective proposers to submit their qualifications, approach, and financial and other terms for the City’s consideration, and will result in the operation of the automated coin operated batting cages located at North Shore Park. Proposals should take into consideration current market needs and conditions.
Scope of Services
The scope of services proposed for the RFP shall include, but not be limited to the following:

The Contractor shall be solely responsible for all costs and expenses associated with the sporting gear, such as helmets, balls, and bats, maintenance of all furniture, fixtures, and equipment, and other improvements relating to the Automated Coin Operating Batting Cages. The Contractor will also be responsible for its subsequent operation or use, and all alterations, repairs or replacements thereof.

The Contractor shall operate the facility Monday-Sunday from 10:00am-8:00pm.

The Contractor will staff the Batting Cage accordingly for purposes of operating and troubleshooting issues that may arise before or during use of Batting Cage including but not limited to, sales, bats and helmets.

The Contractor will propose a cost for participant use.

The Contractor will offer a detailed maintenance plan for Batting Cage, including but not limiting to procedures for inclement weather such as hurricanes.
If favored, the City would need to identify funding for the design and construction of the automated coin operating batting cages. In order not to disrupt current programming or ongoing maintenance schedules, for purposes of relocating staff to operate or service the equipment, Administration recommends the City outsource the operation of the automated coin operating batting cages by issuing an RFP.
