ANALYSIS:
Existing Conditions, Phasing Plan, and the Proposed Conditions
Below is a summary of a citywide bus stop and trolley stop inventory as of November 2017 conducted by Transportation Department staff:
- Total number of stops: 295
- Total number of bus shelters in place along active bus/trolley routes: 95 (5 shelters were removed as a result of ongoing roadway construction projects)
- Total number of stops without shelters: 200

Based on the existing agreement, Clear Channel Outdoor, Inc. is responsible for the removal of all its bus shelters upon termination of the agreement. To ensure smooth transition between the removal of existing shelters and installation of new shelters, a phasing plan was developed. The phasing plan identifies the following priorities:
- Priority 1: Installation of enhanced shelters
- Priority 2: Installation of new shelters at locations without shelters and more than 50 boardings per day
- Priority 3: Installation of new shelters at locations without shelters and fewer than 50 boardings per day
- Priority 4: Installation of minimal shelters pending evaluation due to low ridership and adjacent single-family land use
- Priority 5: Replacement of the remaining old shelters with new shelters
When providing recommendations in connection to installation of new bus shelters, the following criteria were used: average daily boarding (ridership), available right-of-way, land use, and whether or not a shelter currently exists at the stop. Based on these criteria, the recommendation for installation of new shelters is as follows:
- Enhanced shelters: 18
- Standard shelters: 54
- Minimal shelters: 177
- Potential sites for additional minimal shelters pending further evaluation due to low ridership (fewer than 10 boardings per day) and single family land use: 42

Proposed Designs
Four (4) shelter design types are being developed by the ACAI/Pininfarina team: 1) enhanced shelter (robust shelter for installation at major transfer points with high number of users); 2) standard shelter; 3) minimal shelter (for installation at locations with limited right-of-way width, low ridership, or adjacent to single family residential areas); and 4) temporary shelter (low-cost installation for use at locations affected by construction).
The design team has submitted a pre-design report including four (4) design concepts for each of the bus shelter types, excluding the temporary shelter at this time (Attachment C). In order to meet project milestones including approvals from the Design Review Board (DRB) and Historic Preservation Board (HPB), the design team is requesting that the City select two (2) concepts (primary and secondary) for further design development.
