COMMITTEE MEMORANDUM

TO: Neighborhood/Community Affairs Committee Members

FROM:
Jimmy L. Morales, City Manager

DATE: December 20, 2017

SUBJECT:DISCUSSION ON OFFERING MIAMI BEACH AS A PILOT CITY FOR UBER SELF-DRIVING CARS

KEY INTENDED OUTCOME:
Ensure Comprehensive Mobility Addressing All Modes Throughout The City

HISTORY:

At its January 11, 2017 meeting, the City Commission referred this item to the Neighborhood/Community Affairs Committee (NCAC).  The NCAC heard this item at its May 19, 2017 meeting and recommended that the Administration explore participation in Miami-Dade County’s efforts to test self-driving cars.

On July 26, 2017, the City Commission adopted Resolution 2017-29917 accepting the recommendation of the NCAC and authorizing the Administration to explore joining Miami-Dade County in its efforts to test self-driving vehicles.

ANALYSIS:

On October 6, 2017, Miami Beach Transportation Department staff met with Miami-Dade County Department of Transportation and Public Works (DTPW) staff to discuss automated vehicle related initiatives.  At the meeting, DTPW staff advised that it is currently exploring opportunities for autonomous vehicle initiatives with various entities and that conversations are in the preliminary stages; thus, the County does not have a definitive plan for an autonomous vehicle pilot program as yet.

Transportation Department staff will continue to coordinate with the County and evaluate potential partnership opportunities as they evolve.  Staff will also continue to explore opportunities to participate, as appropriate, in automated vehicle test efforts being planned by the Miami-Dade Transportation Planning Organization (TPO).

CONCLUSION:

Transportation Department staff will continue to work towards joining Miami-Dade County in its efforts to test self-driving vehicles and will report back to NCAC as these initiatives are further defined.
