SUBJECT:DISCUSSION REGARDING A GOVERNANCE STRUCTURE FOR ADDITIONAL FUNDING SOURCES TO SUPPORT MIAMI BEACH PUBLIC SCHOOLS

HISTORY:
Staff received direction at the April 26, 2017 Commission meeting to survey members of the community with children attending a public school in Miami Beach to determine what educational enhancements were needed, and present findings to the Finance and Citywide Projects Committee (FCWPC) in October 2017 for review.  City administration developed and conducted an education enhancement survey in May 2017 to gather input on potential enhancements; this preliminary survey received 374 community responses.   Staff met with Miami Beach public school principals and district personnel in July 2017 to identify additional enhancements for inclusion in the follow-up prioritization survey.  Additionally, at the April 26, 2017 City Commission meeting, the Commission accepted the recommendation of the FCWPC and approved, in concept, through Resolution No. 2017-29826, the formation of a 501(c)(3) not-for-profit organization to fund Miami Beach public schools for educational enhancements.  At its October 13, 2017 meeting, the FCWPC further recommended that the 501(c)(3) not-for-profit organization to be established be known as “Miami Beach for Better Public Education” with the public purpose of providing support specifically for educational enhancements in the City’s Education Compact for youth in Miami Beach, and that the 501(c)(3) not-for-profit organization be composed of the Mayor and two (2) City Commissioners selected by the Mayor, the Committee for Quality Education Chair, and the City Manager’s Liaison to the Committee for Quality Education, and will be subject to the Florida Sunshine Law. 

ANALYSIS:
Please see LTC 20562-2017 attached for Education Enhancement Prioritization Results administered between October. 11, 2017 and November 13, 2017 to residents with youth in Miami Beach public schools.      Additionally, 501(C)(3) resolution attached for review.


CONCLUSION:
At the request of the FCWPC, administration will obtain cost estimates for those enhancements identified not currently underway.   These estimates will include potential partnership opportunities and the anticipated number of student participants.  This information will be presented at an upcoming retreat for further discussion and consideration for implementation.   Additionally, the approved education 501(C)(3) provides for a governance structure as well.
