SUBJECT:AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE CODE OF THE CITY OF MIAMI BEACH, ENTITLED " ADMINISTRATION," BY AMENDING ARTICLE III, ENTITLED "AGENCIES, BOARDS AND COMMITTEES," BY AMENDING DIVISION 13, ENTITLED "PARKS AND RECREATIONAL FACILITIES BOARD," BY AMENDING SECTION 2-171(C), ENTITLED "COMPOSITION" TO REDUCE THE NUMBER OF VOTING MEMBERS FROM 13 TO 9; PROVIDING FOR REPEALER, SEVERABILITY, CODIFICATION, AND AN EFFECTIVE DATE.

RECOMMENDATION

City Commission 5/7ths vote accepting the changes to Chapter 2, Article III, Division 13, Section 2-171(C), reducing the number of voting members from 13 to 9 on the Parks and Recreational Facilities Advisory Board.

ANALYSIS

At the February 12, 2014 Commission Meeting, Ordinance No. 2014-3841 was passed streamlining several City boards which included abolishing the Golf Advisory Committee, Tennis Advisory Committee and the Youth Center Advisory Board and adding 2 members from each of these boards to the Parks and Recreational Facilities Advisory Board (“the Advisory Board”). With these additions, the Advisory Board currently holds 13 voting members.

 

After 3 years of the Advisory Board functioning with 13 voting members and taking comments from members and meeting attendees, a recommendation to reduce the board’s voting members from 13 to 9 is being made. The 9 members will consist of the following:

 

·        7 direct appointments, one made by the Mayor and each Commissioner

·        1 Member who has demonstrated a high degree of interest, participation and/or expertise in the sport of golf

·        1 Member who has demonstrated a high degree of interest, participation and/or expertise in the sport of tennis

 

Since the current 13 voting members have just begun their 2017 term, if the Ordinance change is adopted it would go into effect on January 1, 2018, allowing all the current voting members the ability to serve out the remainder of their term. If any vacancies arise between now and January 1, 2018, they will not be filled.
