COMMITTEE MEMORANDUM

TO: Finance and Citywide Projects Committee Members

FROM:
Jimmy L. Morales, City Manager

DATE: November 30, 2018

SUBJECT:

DISCUSSION REGARDING THE FUNDING OF BRIDGES THAT HAVE A SUFFICIENCY RATING OF LESS THAN 70% AS PER THE LATEST BRIDGE INSPECTION REPORT FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION

HISTORY:

The Florida Department of Transportation (FDOT) publishes a bridge report every two years which rates all bridges within the City of Miami Beach on a sufficiency rating scale of 100%, a bridge being in excellent condition, 70% being in an acceptable condition and anything lower than 70% being considered in poor condition, therefore, requiring repairs.

The City has one (1) bridge that has a sufficiency rating of less than 50% (at 77th Street over Biscayne Point Canal).  The cost to repair the bridge is divided into two phases, one for design and the other for construction (fee determined at the completion of the design phase).  The estimated design cost to repair the bridge over the Biscayne Point Canal is $70,000.

The City has three (3)  additional bridges with a rating scale of less than 70% (77th Street over Tatum Waterway, Henedon Avenue over Biscayne Point Canal, and 73rd Street over Tatum water way).  Public Works staff is currently requesting proposals for the design phase of the repairs.  Funding for the design phase of the bridges we believe can be identified, however, funding for the construction phase have yet to be determined.

ANALYSIS:

For phase two, the estimated construction cost per bridge will be determined after a more thorough inspection and design is complete. It is important to note that the City is pending an additional FDOT inspection report for remaining bridges as part of the two year cycle. Depending on the bridge inspection results, additional funding may be required.

CONCLUSION:

The following is presented to the members of the FCWPC for discussion and further direction
