SUBJECT:DISCUSSION REGARDING THE REQUEST FROM MIAMI-DADE COUNTY ELECTIONS DEPARTMENT TO EXPAND THE FOOTPRINT OF THE MIAMI BEACH CITY HALL EARLY VOTING LOCATION DURING THE NOVEMBER 6, 2018 GENERAL AND MIAMI BEACH SPECIAL ELECTIONS.

RECOMMENDATION

The Office of the City Clerk recommends installing an Air-Conditioned Tent on the First Floor Breezeway of City Hall, in order to provide ample space for voter staging, accommodate the elderly and disabled voters, and provide cover from the elements for those in line during Early Voting for the November 6, 2018 General and Miami Beach Special Elections.

ANALYSIS

Early Voting for the November 6, 2018 General and Miami Beach Special Elections has been scheduled from Monday, October 22, 2018 to Sunday, November 4, 2018. During Early Voting, Miami Beach voters may vote at any of the Countywide Early Voting sites. The two City of Miami Beach Early Voting sites are located at:

In order to keep Miami Beach City Hall as a viable voting location during the November 6, 2018 General and Miami Beach Special Elections, elections that are expected to draw large number of Miami Beach voters and contain a lengthy ballot, the Supervisor of Election has requested that the space allocated for Early Voting at Miami Beach City Hall be expanded. As was done during the Presidential Primary Preference Election of March 15, 2016, the Primary Election of August 30, 2016, and the General Election of November 8, 2016, the Office of the City Clerk recommends installing an Air-Conditioned Tent on the First Floor Breezeway of City Hall in order to provide ample space for voter staging, accommodate the elderly and disabled voters, and provide cover from the elements for those in line. For the November 6, 2018 General and Miami Beach Special Election, the Elections Department is planning to double the number of check-in stations and ballot on demand printers, and place at least 50 privacy booths. The tent would be installed on Friday, October 19, 2018 and removed on Wednesday, November 7, 2018.  

 

The estimated cost to the City to undertake this is:  

 

AC/Tent Installation - including permits (Estimate received from Public Works):    $12,100.00

Security:                                                                                                                   $ 7,522.63

 

Estimated Total:                                                                                                       $19,622.63

 

Funds are currently budgeted and are available in the City’s Election budget account.

 


CONCLUSION

The Office of the City Clerk seeks direction on how to proceed.
