BACKGROUND:

At the City Commission meeting on November 14, 2018, the Mayor and City Commission referred a discussion to the Sustainability and Resiliency Committee (SRC) regarding the implementation of the Energy Edge Rebate Program by the City of Boynton Beach. The item was sponsored by Commissioner Michael Góngora.

Analysis

In 2014, the City of Boynton Beach established an Energy Edge Rebate Program which provided incentives to property owners for energy efficient improvements and has since made changes to the ordinance. Residents and small businesses can now obtain rebates of up to $1,500 on qualifying home or business energy improvements, up from the $1,000 originally allocated. Furthermore, the rebate program has extended its rebates to solar photovoltaic (PV) systems ($1,500 rebate on systems 5 kW or larger with ≥ 17.5% efficiency that are completed by a certified solar contractor) and electric vehicle supply equipment (50% rebate up to $1,000 on a Level 1 or 2 system).

Boynton Beach collects a Green Building fee, 0.05% of the construction value of the project, on all building permits and that money funds the rebate program. The amount raised varies each year but averages about $30,000 annually. Since 2014, the Energy Edge Rebate Program has provided over $50,000 in rebates.

In Miami Beach, based on the 2014 and 2015 greenhouse gas (GHG) emissions inventories, about 70% of emissions community wide come from buildings. Providing assistance to the community for retrofits that improve building energy efficiency and installations of renewable energy would incentivize the reduction of GHG emissions and contribute to mitigating the effects of climate change.

CONCLUSION:

The following is presented to the members of the Sustainability and Resiliency Committee for discussion. The Committee should note that a review of fees on the development process is currently taking place and is an item on the Finance and Citywide Projects Committee agenda. It is recommended that all fees be looked at holistically.
