SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO ACCEPT THE IN-KIND DONATION OF A TOTAL OF TWENTY-THREE (23) STANDARD HOTEL ROOMS FROM THE LOEWS MIAMI BEACH HOTEL OPERATING COMPANY INC., WHICH HAVE A TOTAL VALUE OF $23,079.00, NINE (9) STANDARD HOTEL ROOMS FROM THE 1 HOTEL SOUTH BEACH, INC., WHICH HAVE A TOTAL VALUE OF $10,773.00,  AND SIX  (6) STANDARD HOTEL ROOMS FROM THE EDITION MANAGEMENT LLC, WHICH HAVE A TOTAL VALUE OF $7,182.00 FOR USE SOLELY BY ESSENTIAL CITY STAFF ASSIGNED TO WORK AND PROVIDE SUPPORT AND OVERSIGHT DURING MEMORIAL DAY WEEKEND 2024.


RECOMMENDATION

The Administration recommends that the Mayor and City Commission approve and adopt the resolution. 

BACKGROUND/HISTORY

Consistent with previous years, the City of Miami Beach implements citywide planning efforts for Memorial Day weekend, which will take place from Thursday, May 23 through to Monday, May 27, 2024. Based on previous data, the City is planning for an influx of visitors and tourists during the time period, with an anticipated 100,000+ visitors and spectators across the holiday weekend, which has historically strained City resources.

 

The City’s management team, as well as various City departments, including Parking, Code Compliance, Public Works, Sanitation, Facilities and Fleet, Fire/Rescue, Marketing & Communications, Parks & Recreation, Tourism and Culture, City Mangers’ Office, and the Police Department are required to work through the weekend across various unconventional shifts, to provide the required executive level support and oversight.

ANALYSIS

During Memorial Day Weekend 2024, the City will host the Hyundai Air & Sea Show, which is being produced across a large footprint on Ocean Drive, Lummus Park and the beach front.  As a result, the City has enhanced staffing across most City departments to ensure continuity in normal operations, while also ensuring resident and visitor safety and protecting the quality of life of our residents. Essential City employees and members of the executive team (including those in Director roles) are being expected to work in excess of 12 hours each day and night throughout the weekend.

 

With these working hours, the City is partnering with local hotels to provide lodging to City staff who otherwise would not have adequate time to get home in between shifts, or whose presence was essential to ensure quick and effective management and oversight of municipal operations and emergency response procedures.

FINANCIAL INFORMATION

The acceptance of these hotel rooms will provide the city with an in kind donation value of $41,034.00.

CONCLUSION

The City Administration recommends that the Mayor and City Commission approve and authorize the City of Miami Beach to accept the in-kind donation of a total of twenty three (23) standard hotel rooms from the Loews Miami Beach Hotel Operating Company Inc., which have a total value of $23,079.00, nine (9) standard hotel rooms from Hotel 1 South Beach Inc., which have a total value of $10,773.00, and six (6) standard hotel rooms from The Edition Management LLC., which have a total value of $7,182 for use solely by essential city staff assigned to work and provide support and oversight during Memorial Day Weekend 2024.
