The City Administration (“Administration”) recommends that the Mayor and City Commission (“City Commission”) approve the Resolution.

On April 16, 2019, pursuant to Request for Proposals (“RFP”) No. 2016-199-KB for Design, Build, Operate, and Maintain Services for an Intelligent Transportation System and Smart Parking System (“ITS/SPS” or “Project”), the City of Miami Beach (“City”) and TransCore ITS, LLC (“TransCore”) executed a Design, Build, Operate and Maintain Agreement (“Agreement”) for a citywide ITS/SPS Project.

On September 14, 2022, the City Commission adopted Resolution No. 2022-32297 (Attachment A), in part, authorizing the City Manager to add temporary traffic monitoring and management services, on an as-needed basis during construction of Phases 1 and 2 of the Project, subject to funding availability, and provided that the cost of these services does not exceed the City Manager's purchasing authority under the City Code.

On November 16, 2022, the City Commission adopted Resolution No. 2022-32408 (Attachment B), amending Resolution No. 2022-32297 which approved Amendment No. 1 to the Agreement, said amendment removing the expenditure limitation tied to the City Manager's purchasing authority and authorizing the City Manager to approve expenditures for temporary traffic monitoring and management services in an amount not-to-exceed $500,000 per year.

Pursuant to the contract, TransCore currently provides temporary traffic monitoring and management services during special events and high impact periods, from November to May, while Phases 1 and 2 of the Project are in construction. Pursuant to Resolution 2022-32408, the City Manager is authorized to approve expenditures for these services, in an amount not-to-exceed $500,000 per year. This new Resolution, if approved by the City Commission, will authorize the City Manager to approve expenditures for temporary traffic monitoring and management services year-round, in an amount not-to-exceed $1,200,000 per year, until Phases 1 and 2 of the Project are completed. Phases 1 and 2 of the Project are anticipated to be substantially complete by March 2025.

LOBBYIST DISCLOSURE

In accordance with Resolution No. 2023-32857, adopted by the City Commission on December 13, 2023, the following information has been provided by the primary item sponsor as it relates to the subject resolution:

According to the 2022 Miami Beach Resident Survey, 76.9% of residents use their personal vehicle as a primary mode of transportation for trips within Miami Beach (7% increase as compared to the 2019 survey); and 84.3% use their personal vehicle as a primary mode of transportation for the cross-causeway trips (5% increase as compared to the 2019 survey). Additionally, 69% of residents expressed that tourism traffic congestion affects their quality of life.

Funds for the temporary traffic monitoring and management services, in an amount not-to-exceed $1,200,000 per year, are included in the Transportation and Mobility Department’s Operating Budget on an annual basis.

TransCore currently provides temporary traffic monitoring and management services during special events and high impact periods, from November to May, while Phases 1 and 2 of the Project are in construction. Continuing the temporary traffic monitoring and management services year-round will enhance the City’s ability to monitor traffic flow, manage incidents causing congestion, and mitigate congestion more efficiently and effectively.

As such, the Administration recommends that the City Commission approve the Resolution, authorizing the Interim City Manager to approve expenditures for temporary traffic monitoring and management services year-round, in an amount not-to-exceed $1,200,000 per year, until Phases 1 and 2 of the Project are completed.
