| SUBJECT: | DISCUSSION REGARDING POLICE CALLS FOR SERVICE AND ASSOCIATED PUBLIC SAFETY CONCERNS AT HOTELS AND HOSTELS LOCATED IN NEIGHBORHOODS THAT ARE PREDOMINANTLY RESIDENTIAL, SUCH AS THE SOUTH OF FIFTH NEIGHBORHOOD OR WEST AVENUE NEIGHBORHOOD, INCLUDING CODE ENFORCEMENT ISSUES RELATING TO CITY’S HOTELS AND HOSTELS LOCATED IN THOSE NEIGHBORHOODS. |

| At the June 22, 2022 City Commission meeting, at the request of Mayor Steven Meiner (then Commissioner Meiner), the Mayor and City Commission approved a referral to the Public Safety and Neighborhood Quality of Life Committee (“PSNQLC”) to discuss Police and Code Enforcement calls for service and associated public safety concerns at hotels and hostels located in residential neighborhoods. The item was heard at the September 21, 2022 PSNQLC meeting and the Committee requested the item return with Planning Department input. |

| | | | | | | | ANALYSIS
| A query and analysis of Police and Code Compliance-related calls for service was conducted covering the time period from January 1, 2023 through December 31, 2023. Contained within the attached exhibits, is a breakdown of “Calls-for-Service” both by the Police Department and Code Enforcement, as it pertains to hotels and hostels located south of Dade Boulevard.
Fifteen hostels were identified south of Dade Boulevard. Eight (8) of the fifteen hostels (53%) are located within the ADCD. One hostel was identified within the West Avenue Neighborhood Association (WAVNA) area and another within the South of Fifth Neighborhood Association (SOFNA) area but it is temporarily closed.

Since the item was last heard at PSNQLC, land development regulations have been amended to prohibit certain types of transient uses in both neighborhoods, including the prohibition of new hostels and apartment hotels. |
