SUBJECT:

DISCUSSION REGARDING SERVICES OFFERED TO INMATES AT THE TIME OF RELEASE FROM THE TGK CORRECTIONAL CENTER AND PUBLIC TRANSIT BUS PASSES PROVIDED BY MIAMI-DADE COUNTY.


HISTORY:

At the November 16, 2022 City Commission meeting, at the request of Commissioner Fernandez, the Mayor and City Commission approved a referral to the Public Safety and Neighborhood Quality of Life Committee (“PSNQLC”) to discuss services offered to inmates at the time of release from the Turner Guilford Knight Correctional Center and public transit bus passes provided by Miami-Dade County. The item has not been heard to date.

ANALYSIS

When an arrest is effectuated by a sworn officer of the Miami Beach Police Department (MBPD), the arrestee may first be placed in MBPD’s holding cells before being transported to the Turner Guilford Knight Correctional Center (TGK) for formal booking and incarceration. Upon release, TGK personnel determine if the inmate has transportation or the means of paying for transportation. If the inmate does not have access to either, TGK will provide the inmate with a bus pass at no charge.

 

If individuals who are arrested and subsequently released from TGK return to Miami Beach and find themselves facing homelessness and/or seeking homeless services, they may seek assistance via the City’s Homeless Outreach Services Office to undergo assessment for further criteria-specific services.

CONCLUSION:

The Miami Beach Police Department does not have any interaction with a prisoner once they have been admitted by the Turner Guilford Knight Correctional Center. The City will continue to offer services to individuals facing homelessness and/or seeking homeless services.
