EXPLORE THE INSTALLATION OF A CHILDREN’S SPLASH PAD IN THE SPOIL AREA BY LUMMUS PARK


HISTORY:

During the September 13, 2023 City Commission meeting, a discussion was referred to the Public Safety and Neighborhood Quality of Life Committee (“PSNQLC”) by Mayor Steven Meiner to explore the installation of a children’s splash pad in the spoil area of Lummus Park (Exhibit A).

ANALYSIS

Mayor Steven Meiner would like to explore the installation of a children’s splash pad in the spoil area of Lummus Park. He would like to request that the Administration be prepared to address the feasibility and potential options for the installation of a splash pad in the spoil area of Lummus Park, near the current children's playground on 13th Street. As part of this referral, Mayor Meiner would request that the Administration be prepared to discuss any issues surrounding the installation of the splash pad, including, but not limited to, identifying appropriate location option(s), any costs associated with its installation or operation, and any other relevant factors.

 

The estimated total to complete the project is $718,000. The budget will cover all expenses associated with development of the site to incorporate a splash pad and related amenities. Those related amenities include a drinking fountain, benches, trash bins, recycle bins and landscaping. The projected costs are based on the construction of a splash pad similar to the one located at South Pointe Park, and includes costs for all project elements, including design, permitting, construction, contingency, etc.

 

The project is taking place within Coastal Construction Control line (CCCL), which requires permitting through the State as well, often times leading to a longer than usual permitting process.

 

Proximity to the playground is feasible, but it is recommended to select a final location after a survey is completed and high level design work takes place, to select the ideal location.

CONCLUSION:

Discussion and direction on the installation of a children’s splash pad in the spoil area by Lummus Park.
