ANALYSIS

 

Please place a discussion item on the February 21, 2024 City Commission agenda regarding the City’s security officer contracts.

Currently, the City has two third-party security services vendors, namely FPI Security Services, Inc. and Security Alliance, LLC. The vendors provide security services for City Hall and other City facilities such as parking garages. The vendors are also occasionally tasked with additional assignments, such as during high impact event periods.

The FPI Security Services, Inc. contract was renewed in the last year, and currently expires March 31, 2025. The Security Alliance contract expires on March 31, 2024, although the vendor is seeking a renewal. Both of the contracts have a termination for convenience clause, allowing the City to terminate the contracts on 30 days notice.

In view of the importance of the City’s security vendors, I would like to discuss with my colleagues whether it is in the City’s best interests to issue a non-binding competitive solicitation, to test the market and ensure the City’s current contracts are competitive and provide security services of the highest quality.

If the City Commission agrees with my proposal to issue a competitive procurement at this time, I also propose that the City continue with the current contracts to ensure continuity of services, unless and until the City Commission elects to award a new contract pursuant to the competitive process.
