TITLE:

CONSIDER CONVENING AN AD HOC HISTORIC PRESERVATION ORDINANCE REVIEW TASK FORCE TO CONDUCT A COMPREHENSIVE REVIEW OF THE CITY’S HISTORIC PRESERVATION REGULATIONS AND MAKE RECOMMENDATIONS TO IMPROVE/STREAMLINE THE REVIEW PROCESS FOR PROJECTS LOCATED IN HISTORIC DISTRICTS OR ON INDIVIDUAL HISTORIC SITES

HISTORY:

On January 31, 2024, at the request of Commissioner Alex Fernandez, the City Commission referred the subject discussion (C4 H) to the Land Use and Sustainability Committee (LUSC).

As noted in the attached referral memo, the item sponsor would like the LUSC to consider whether the City Commission should convene an Ad Hoc Historic Preservation Ordinance Review Task Force, for a limited period of time, to conduct a comprehensive review of the City’s historic preservation regulations. This would include the possible expansion of the Historic Preservation Board (HPB) review criteria, as well as providing recommendations to improve and/or streamline the review process for projects located in historic districts or on individual historic sites.

ANALYSIS:

The City’s first Historic Preservation Ordinance was adopted in 1982 and has been amended over the past four (4) decades. The current Historic Preservation Ordinance is contained within Chapter 2, Article XIII of the Resiliency Code, and includes regulations specific to the HPB review of projects, maintenance of designated properties and demolition by neglect, issuance of a certificate of appropriateness, and historic designation procedures.

It is expected that if convened, an Ad Hoc Committee would serve in an advisory capacity to the City Commission and make recommendations regarding possible amendments to the Ordinance.

CONCLUSION:

The Administration recommends that the Land Use and Sustainability Committee discuss the proposal and provide any applicable recommendations to the City Commission.
