COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Vice-Mayor Kristen Rosen Gonzalez
DATE:January  31, 2024

SUBJECT:REFERRAL TO THE LAND USE AND SUSTAINABILITY COMMITTEE -DISCUSS USE OF COLOR IN ART DECO ARCHITECTURE, INCLUDING THE COLOR PALETTE DEVELOPED BY LEONARD HOROWITZ; DISCUSS HOW TO ENCOURAGE PROPERTY OWNERS TO INCORPORATE COLOR IN EXTERIOR PAINT FOR ART DECO BUILDINGS; AND IDENTIFY A CITY BUILDING THAT COULD BE PAINTED IN A MANNER THAT HIGHLIGHTS ITS ARCHITECTURAL FEATURES (FOR EXAMPLE, BY USING THE LEONARD HOROWITZ PALETTE).

BACKGROUND/HISTORY

Please place the above item on the January 31, 2024 City Commission meeting agenda as a referral to the Land Use and Sustainability Committee (“LUSC”).

In the early 1980s, New York designer Leonard Horowitz developed a color palette to highlight the unique design features of Art Deco buildings in South Beach. See attached WLRN article published on November 16, 2013.

I would like to invite the Planning Department and/or Miami Design Preservation League to present on the history of exterior paint colors in the Art Deco district, including the palette introduced by Leonard Horowitz in the early 1980s.

I would also like the LUSC to discuss how to encourage property owners to incorporate color in exterior paint for Art Deco buildings; and identify a City building that could be painted in a manner that highlights its architectural features (for example, by using the Leonard Horowitz palette).
