I would like to refer a discussion item to the Finance and Economic Resiliency Committee (the “Committee”) to consider the qualitative and quantitative criteria that should be included in the RFP to be drafted by staff, should Commissioner Dominguez’s item to terminate Request for Qualifications (RFQ) 2023-506-WG for non-exclusive franchise waste haulers to provide multi-family and commercial waste collection and disposal is adopted by the Mayor and City Commission.[1]
Solid waste management is among the most important services provided to a community because it serves to protect human health and environmental quality. If we embark upon the process of implementing a “single hauler” solution for multi-family and commercial waste collection and disposal, it is of the utmost importance that the Mayor and City Commission provide sufficient and clear direction to City staff and members of the Administration that will be involved in drafting the RFP.
The City’s objective should be to secure the best possible service for the lowest price with the most advantageous contract administration and enforcement provisions. I urge the Committee to conduct sufficient due diligence to provide the necessary guidance to enable staff to prepare an RFP solicitation document that includes all appropriate evaluation criteria.
The appropriate representatives from the Procurement and Public Works Departments should be prepared to address these matters before the Committee.
