On December 13, 2023, the City Commission unanimously approved the dates for the 2024 City Commission, Redevelopment Agency (RDA), and North Beach Community Redevelopment Agency (NBCRA) Meetings. However, direction was given to revisit the date of the April meeting during the January 31, 2024, Commission meeting.
The after-action of the December 13, 2023, Commission Meeting reflects the following:
Commissioner Suarez questioned why they were going to have a meeting on March 13th and then on April 3rd.
Mayor Meiner suggested setting the dates to get this done and revisiting "April" in the next meeting. Commissioner Magazine made a motion to adopt the Resolution; seconded by Commissioner Bhatt. Approved by unanimous consent. 7-0. Rafael E. Granado to handle.
Additionally, Tameka Otto Stewart, Director of the Office of Management and Budget, has informed the Office of the City Clerk that she is working on setting the dates for the budget hearings in September. Normally the City would hold its first budget hearing at the regularly scheduled September meeting (currently scheduled for September 11, 2024), but the Miami Dade School Board has scheduled its budget meeting on September 11, 2024. Per Florida Statute, the City of Miami Beach is not allowed to schedule its budget hearings on the same day as the School Board, which has first priority on hearing dates (see s. 200.065(2)(e)2., F.S.). As a result, the City will need to hold its first budget hearing on another date. If the City keeps its regular meeting on September 11, 2024, that will require the Commission to have 3 meetings in September.
Per Florida Statute, the City must comply with the following requirements when setting its budget hearings:
Scheduling and Advertising
Hold all hearings after 5:00 p.m., Monday - Friday, or anytime on Saturday. Do not hold hearings on Sunday (s. 200.065(2)(e)2., F.S.).
Taxing authorities must advertise their final hearing within 15 days of adopting a tentative millage and budget. The City must hold the final hearing two to five days after the advertisement appears in the newspaper.
The Board of County Commissioners cannot schedule its hearings on days the School Board has hearings scheduled. The School Board has first priority of a hearing date, and the Board of County Commissioners has second (s. 200.065(2)(e)2., F.S.).
No other taxing authority in the County can use for its public hearings the hearing dates the Board of County Commissioners and the School Board have scheduled (s. 200.065(2)(e)2., F.S.).
