SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO INVITATION TO BID (ITB) 2024-023-LB FOR A PREQUALIFIED POOL OF TELEVISION SERVICE PROVIDERS, PREQUALIFYING THE INITIAL POOL OF FIRMS:  COGECO US (MIAMI), LLC D/B/A BREEZELINE F/K/A ATLANTIC BROADBAND (MIAMI), LLC, AND COMCAST BUSINESS COMMUNICATIONS, LLC; AND AUTHORIZING THE CITY MANAGER TO KEEP THE ITB OPEN TO PREQUALIFY ADDITIONAL FIRMS; AND DELEGATING TO THE CITY MANAGER THE AUTHORITY TO ADD FIRMS TO THE POOL, PROVIDED THAT ANY SUCH FIRM MEETS THE REQUIREMENTS OF THE ITB, AND TO REMOVE FIRMS FROM THE POOL FOR NON-PERFORMANCE.


RECOMMENDATION

It is recommended that the Mayor and City Commission approve the Resolution accepting the recommendation of the City Manager, pursuant to ITB 2024-023-LB for television service providers, to establish a prequalified pool of firms, with an initial pool to include: Cogeco US, LLC d/b/a Breezeline f/k/a Atlantic Broadband, LLC (“Breezeline”), and Comcast Business Communications, LLC. The Resolution also authorizes the City Manager to keep the ITB open to prequalify additional firms and delegates authority to the City Manager to add firms to the pool, provided such firms meet the requirements of the ITB or remove firms from the prequalified pool for non-performance.

 

This solicitation is currently under the cone of silence.

BACKGROUND/HISTORY

The City has 68 facilities that utilize television service. As a result, the City requires providers of television services that can provide the services to City facilities. The City may consider cable, satellite, streaming, and Internet Protocol (IP) television services as available in the marketplace. The provider(s) must provide service, connection/installation, and maintenance to the infrastructure within City of Miami Beach facilities. Further, all prequalified firms are required to be able to carry the MBTV channel.

 

As part of the process for awarding service orders under a pool of prequalified pool of firms, City departments may issue quote requests to all awarded firms to establish fixed pricing for the services needed at the time. Service orders are then awarded to firm providing the lowest cost for the service.

 

Accordingly, the Administration prepared the ITB to establish the prequalified pool of service providers.

ANALYSIS

On October 3, 2023, the Administration issued ITB 2024-023-LB. The Procurement Department issued 9,441 bid notices through the e-procurement system, with 27 prospective bidders accessing the advertised solicitation. Responses were due and received on October 13, 2023. The City received applications from Cogeco US, LLC d/b/a Breezeline f/k/a Atlantic Broadband, LLC (“Breezeline”), and Comcast Business Communications, LLC (“Comcast”).

 

The ITB stated that following the review of applications, the responsive and responsible bidder(s) meeting all terms and conditions of the ITB would be recommended for award. The ITB stipulated a contract term of no five (5) years. Staff has determined, based on the requirements of the ITB, that both Breezeline and Comcast are responsive, responsible bidders meeting all terms and conditions of the ITB and are eligible to be recommended for award.

FINANCIAL INFORMATION

The Information Technology Department estimates annual expenditure of $55,000.  When services are needed, staff will seek proposals from the pool of prequalified contractors. All expenditures pursuant to this contract will be based on approved funding appropriated for the requesting department’s budget. Grant funds are not anticipated to be utilized for these services.

CONCLUSION

Proactively prequalifying firms that can be contacted for proposals for future work will expedite the City’s response to future needs for general contracting services for minor projects. Otherwise, waiting to issue a solicitation when the need arises would significantly delay acquiring the services needed.

 

Therefore, it is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, approve the Resolution, prequalifying the initial pool of firms: Cogeco Us, LLC d/b/a Breezeline f/k/a Atlantic Broadband, LLC, and Comcast Business Communications, LLC, and authorizing the City Manager to keep the ITB open to prequalify additional firms. The Resolutions delegates to the City Manager the authority to add firms to the pool, provided that any such firms meets the requirements of the ITB, and to remove firms for non-performance.
