SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS. RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HER DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) U.S. DEFARTMENT OF HOUSING AND URBAN DEVELOPMENT, THROUGH MIAMI-DADE COUNTY HOMELESS TRUST, IN THE APPROXIMATE AMOUNT OF $38,000; 2) FIREHOUSE SUBS PUBLIC SAFETY FOUNDATION GRANT, IN THE APPROXIMATE AMOUNT OF $27,000; 3) FLORIDA HEALTH DEPARTMENT, EMS COUNTY INCENTIVE GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $6,400; 4) FLORIDA DEPARTMENT OF TRANSPORTATION, COUNTY INCENTIVE GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $5.25 MILLION; 5) U.S. CONFERENCE OF MAYORS, THROUGH BANK OF AMERICA CHARITABLE FOUNDATION, 2024 DOLLARWISE INNOVATION GRANT, IN THE APPROXIMATE AMOUNT OF $10,000; AND 6) FLORIDA ALLIANCE TO END HUMAN TRAFFICKING, HUMAN TRAFFICKING GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $28,000.

RECOMMENDATION

Adopt the Resolution.

BACKGROUND/HISTORY

The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations.  Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item.

ANALYSIS

1. U.S. Department of Housing and Urban Development, through Miami-Dade County Homeless Trust, in the approximate amount of $38,000 for the Hotel Management Information System (HMIS) Staffing Program and the Identification Assistance Program

 

Miami-Dade County Homeless Trust was created by the Miami-Dade Board of County Commissioners to, among other things, oversee the use of the Food and Beverage Tax and establish and implement policies based on the Miami-Dade County Community Homeless Plan. The City’s Housing and Community Services Department has received funds from the Homeless Trust since 2003 to support its programs and salaries.

 

The City administration is accepting a grant award in the amount of $38,000 for the City’s Housing and Community Services Department to maintain 1) the Hotel Management Information System (HMIS) Staffing Program, which provides partial funding for the salary of a staff person needed to manage data in the County’s HMIS system; and 2) the Identification Assistance Program, which provides funding to obtain identification documents for homeless clients, such as birth certificates, marriage certificates, drivers licenses and school records. No matching funds are required.  

 

2. Firehouse Subs Public Safety Foundation Grant, in the approximate amount of $27,000 for Evacuation Stair Chairs

 

The mission of the Firehouse Subs Public Safety Foundation is to impact the lifesaving capabilities, and the lives of local heroes and their communities by providing lifesaving equipment and prevention education tools to first responders, non-profits, and public safety organizations.

 

The City administration is applying to a grant in the approximate amount of $27,000 for the Miami Beach Fire Department to purchase three evacuation stair chairs. These chairs are used by Fire Rescue in the event of a fire, building collapse, or other emergency to assist disabled, elderly, or pregnant persons who cannot swiftly evacuate down staircases on their own. No matching funds are required.

 

3. Florida Health Department, EMS County Incentive Grant Program, in the approximate amount of $6,400 for CPR Training Mannequins

 

Section 401.113, Florida Statutes (F.S.), gives authority to the Florida Department of Health to dispense funds contained in the Emergency Medical Services (EMS) Trust Fund to counties via its EMS County Incentive Grant Program. These grant funds are to improve and expand prehospital emergency medical services throughout the state.

 

The City administration is applying to a grant in the approximate amount of $6,400 for the Miami Beach Fire Department (MBFD) to purchase cardiopulmonary resuscitation (CPR) mannequins that will be used to train personnel in lifesaving emergency medical services. The approximately $6,400 is a pre-determined allocation amount that is being granted to MBFD, which is a sub-recipient of state grant funding through Miami-Dade County. No matching funds are required.

 

4. Florida Department of Transportation, County Incentive Grant Program, in the approximate amount of $5.25 Million, for Washington Avenue Corridor

 

The County Incentive Grant Program (CIGP) was created for the purpose of providing grants to improve transportation and transit facilities thar are located on the State Highway System (SHS), or which relieves traffic congestion on the SHS.

 

The City administration is applying to a grant in the approximate amount of $5.25 Million for the Washington Avenue Corridor project. This grant will supplement G.O. Bond project funds and accomodate needs that are included in the Transportation Master Plan. The future Washington Avenue corridor will feature dedicated bus lanes with bus shelters in the landscaped median area for increased passenger comfort and convenience, as well as a raised protected cycle track on both sides of the street for cyclist safety, and a managed curbside that allows for on-street parking, loading zones, ride-share spaces, and convenient pickup drop-off areas. The City is providing matching funds in the approximate amount of $9.8 Million from account numbers 393-0815-069357-29-410-576-00-00-00-22722 and 393-0531-061357-00-410-576-00-00-00-22722. These matching funds will become fully available with the issuance of Tranche 2 of the 2018 G.O. Bond Program.

 

5. U.S. Conference of Mayors, through Bank of America Charitable Foundation, 2024 Dollarwise Innovation Grant, in the approximate amount of $10,000 for GED/ESOL Adult Education and ACT/SAT Prep Programs

 

The DollarWise Innovation Grant, which is made possible through support from the Bank of America Charitable Foundation, is the economic mobility initiative of the United States Conference of Mayors. Dollarwise fosters and supports innovative programs to promote educational opportunities, jobs and livable wages, financial capability, homeownership, affordable healthcare, and more. DollarWise addresses three primary components to address economic mobility: 1) removing barriers that prevent economic advancement; 2) creating economic opportunity through education and skills development; and 3) building assets to create intergenerational wealth.

 

The City administration is applying to a grant in the approximate amount of $10,000 to support the City’s GED/ESOL Adult Education Program and ACT/SAT Prep Program, which are programs overseen by the City’s Chief Education Officer. The City provides courses and resources for these topics to Miami Beach residents to help them prosper. No matching funds are required.

 

6. Florida Alliance to End Human Trafficking, Human Trafficking Grant Program, in the approximate amount of $28,000 for Surveillance Equipment

 

The Florida Alliance to End Human Trafficking serves as the Direct Support Organization (DSO) to the Statewide Council on Human Trafficking (Council). At the direction of the Council, the Florida Alliance to End Human Trafficking has issued a grant solicitation to support law enforcement agency efforts in fighting human trafficking. The purpose of this grant funding is to support innovative solutions within law enforcement agencies to disrupt criminal networks, bring perpetrators to justice, and support victims of human trafficking.

 

The City administration is applying to a grant in the approximate amount of $28,000 for the Miami Beach Police Department to purchase surveillance equipment to enhance human trafficking investigative capabilities. MBPD plays a huge role in human trafficking cases in South Florida because it the only Police Department in Miami-Dade County with a designated unit for human trafficking. With the proposed equipment, MBPD will be able to conduct more human trafficking detail, and the 90+ details conducted annually will become more efficient, therefore increasing the probability of and the time necessary to arrest trafficking perpetrators, dismantle trafficking networks, and rescue trafficking victims. No matching funds are required.

SUPPORTING SURVEY DATA

In the 2022 Resident Satisfaction Survey, resident respondents rated “efforts to address homelessness” as a top priority for City services.

 

In the 2022 Resident Satisfaction Survey, 94.5% of resident respondents rated “fire services” as either “excellent” or “good”.

 

In the 2022 Resident Satisfaction Survey, 68.5% of resident respondents rated “traffic congestion” as the #1 way tourism affects quality of life.

 

In the 2022 Resident Satisfaction Survey, “65.2% of resident respondents rated “quality of police services” as “excellent” or “good”.

CONCLUSION

Based on the stated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution appropriating funding and approving and authorizing the City Manager or her designee to apply for and accept funds and execute all documents or agreements in connection with these grants, award programs and funding requests
