A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER (AS SET FORTH IN THE CITY COMMISSION MEMORANDUM ACCOMPANYING THIS RESOLUTION) AND WAIVING, BY 5/7TH VOTE, THE FORMAL COMPETITIVE BIDDING REQUIREMENT IN SECTION 2-367(E) OF THE CITY CODE, FINDING SUCH WAIVER TO BE IN THE CITY’S BEST INTEREST, AND AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO NEGOTIATE AN AGREEMENT FOR THE PURCHASE OF TECHNOLOGY EQUIPMENT, PARTS, SOFTWARE, INSTALLATION, AND SUPPORT SERVICES FROM CONSTANT TECHNOLOGIES, INC., AS NECESSARY TO EQUIP AND MAINTAIN THE REAL-TIME INTELLIGENCE CENTER, NOT TO EXCEED THE AMOUNT APPROPRIATED ANNUALLY FOR THESE GOODS AND SERVICES THROUGH THE CITY’S BUDGETARY PROCESS.

The City of Miami Beach Police Department “MBPD” has built a significant network of video surveillance cameras covering many city facilities, parks, buildings, offices, public thoroughfares, roadways, and critical infrastructure. MBPD has expanded the use of License Plate Readers (LPR) throughout the City. Additionally, MBPD has implemented a Patrol Drone Operator program to support field operations and augment the overall Unmanned Aerial Systems program that supports SWAT, Traffic Homicide, Crime-Scene, and other specialized missions. The Crime Analysis and Intelligence Units have expanded the use of platforms designed to identify and monitor criminal activity. These systems have traditionally been operated and managed by individual units for their specific purpose.

As these systems continued to expand and prove their value, the Department recognized the need to bring all these criminal intelligence systems and resources under one centralized venue. On March 17, 2021, the Mayor and City Commission adopted Resolution No. 2021-31652 allocating funding in the amount of $1,500,000 for a Real-Time Intelligence Center (RTIC). Beginning in 2021, the Department began conducting research and examining the possibility of creating a dedicated RTIC where all these systems could be brought together and actively monitored by dedicated personnel with specialized training.

The Department assigned the Technical Operations Unit and Crime Analysis Units to conduct research and look at four independent but interrelated components: Site Plan/Construction, Equipment and Technology, Personnel and Staffing; and Concept of Operations. Tech Operations staff conducted numerous site visits to agencies with operational Crime Centers.

The Police Department agency site visits included:

• Miami-Dade Police Department;
• City of Miami Police Department;
• City of Coral Gables Police Department;
• City of Miami Gardens Police Department;
• Broward Sheriff’s Office (Cooper City District);
• Collier County Sheriff’s Office;
• Cox Communications Global Security Operations Center (GSOC);
• City of New Orleans Police Department;
• City of Houston Police Department;
• City of Atlanta Police Department;
• Cobb County Police Department;
• Duluth, GA Police Department;
• Roswell, GA Police Department;
• New York City Police Department; and
• Haivision MCS Technology Demonstration Center.

The City has been planning a major renovation to the Police Headquarters Building as part of the 2018 Public Safety G.O. Bond and the design of the renovation project is well under way. In early 2023 the Architect/Design Consultant was engaged to assist in re-prioritizing the first phase of this renovation to include a dedicated area set aside for the RTIC, and issue a separate set of plans carving out this portion of the project, to bifurcate it from the remaining longer term work. This allows the RTIC to be constructed in a more expeditious manner. The Facilities and Fleet Management Department has been coordinating the site plan and design of the room with assistance from the Police and I.T. Departments.

During all the site visits conducted by the Technical Operations Team, the Haivision Mission Critical Systems (MCS) platform stood out as the leader in the industry with the ability to deliver a high-quality, reliable, consistent, and scalable video distribution solution. One of the decisive factors in selecting this platform was the ability to scale real-time intelligence to other locations within the police headquarters building and, eventually, to other city facilities such as the Mobile Command Vehicle (MCV), the CMB Emergency Operations Center, the City Manager’s Office, and other locations as needed. Haivision offers solutions that are easily scalable to accomplish this requirement. The Haivision platform also integrates closely with the Department’s security camera video management system and can ingest a variety of feeds from many of the technology platforms already in use. The Haivision platform is clearly the industry leader as confirmed by the field research. The proposed implementation plan currently includes all the hardware and equipment necessary to share RTIC data to the Police Chief’s Conference Room, the Patrol Major’s Conference Room, the Police Technical Operations Office, and the Tech Ops Conference Room. As a result, this item requests to waive the bidding requirements, as permitted in section 2-367 of the City Code, for the principal technology underlying the operation of the video wall and video distribution platform that will form the basis of the RTIC.

Based upon the foregoing analysis, the Haivision platform is the best solution available at this time and Constant Technologies, Inc., as the recommended premier integrator for Haivision, is the most qualified to provide the hardware installation, configuration, testing, training, and wraparound support services. Using this integrator will ensure appropriate maintenance and repairs, control costs, and maximize system uptime in keeping with the Police Department and City’s overall goals.

Multiple city departments including Police, Information Technology, Facilities and Fleet Management, G.O. Bond team, and Procurement, have all worked together to plan and orchestrate the buildout of the Police RTIC. All agree that Constant Technologies, Inc. is an industry leader in building mission-critical operations centers and well-qualified to perform the work necessary to bring a high-quality, scalable Haivision video distribution platform to the Police RTIC. The Administration intends to negotiate favorable terms which maintain the cost of the project within the appropriated budget.

CITY MANAGER RECOMMENDATION
Based on the foregoing, the City Manager recommends that the Mayor and City Commission of the City of Miami Beach, Florida, waive by 5/7ths vote, the formal competitive bidding requirement, as permitted in Section 2-367 of the City Code, finding such waiver to be in the City’s best interest, and authorizing the City Manager, or designee, to negotiate an agreement for the purchase of technology equipment, parts, software, installation, and support services from Constant Technologies, Inc., as necessary to equip and maintain the Real-Time Intelligence Center, not to exceed the amount appropriated annually for these goods and services through the City’s budgetary process.
