The City, along with certain other jurisdictions in South Florida, has experienced an increased number of invasions from rogue groups of bicyclists, ATV riders, and dirt bike riders (collectively, “bike groups”) that often materialize very quickly and ride wildly in crowded areas including, but not limited to, Ocean Drive, Collins Avenue, Lincoln Road, and the Causeways.
Unfortunately, some of the hallmarks of these bike groups include dangerous stunt riding, weaving in and out of traffic, nearly missing (and sometimes hitting) others, confronting pedestrians and the operators of other vehicles, and provoking (and often surrounding and attacking) drivers and pedestrians who were simply minding their own business before encountering these bike groups. These antics and illegal conduct have generated widespread news media coverage reporting instances of people being struck and/or brutally hit, kicked, punched, or beaten by one or more riders in these bike groups who have repeatedly continue to adversely affect, and frequently terrorize, the City’s residents, visitors, and businesses. As such, I would like to discuss these bike groups and the actions and enforcement that the City Manager’s Office and Police Department have taken to address and remediate these issues.
