SUBJECT:REQUEST FOR APPROVAL TO AWARD A CONTRACT PURSUANT TO INVITATION TO BID (ITB) 2023-321-DF FOR THE COLLINS PARK ROTUNDA RENOVATIONS.

RECOMMENDATION

It is recommended that the Mayor and City Commission approve the award of a contract to AVR Contractors, Corp, the lowest, responsive, responsible Bidder to Invitation to Bid (ITB) No. 2023-321-DF for the Collins Park Rotunda renovations and authorize the City Manager and City Clerk to execute a contract.

 

This solicitation is currently under the cone of silence.

BACKGROUND/HISTORY

The Collins Park Rotunda was constructed in 1961 and served as a local library reading room. In the 1990s, the library and its connecting walkway to the Rotunda were demolished. The Rotunda was not demolished but became unsuitable for use when the plumbing, HVAC, and electrical systems and all interior finishes were removed as a part of the library demolition.

 

The scope of work consists of renovating the existing 1,960 square foot Rotunda to include selective demolition and new interior finishes, mechanical, electrical, and ADA upgrades to the existing structure. The scope also includes the construction of an 895-square-foot addition which will provide an entrance lobby and restrooms, with new exterior glazing and doors, new roofing, new exterior accessible concrete walkways, new pedestrian LED lighting, landscaping, and irrigation improvements.

 

To engage a contractor to complete the renovation, ITB 2023-321-DF was released.

ANALYSIS

On August 24, 2023, the ITB was issued. The Procurement Department issued bid notices to approximately 68,162 companies utilizing the City’s e-procurement system, with 106 prospective bidders accessing the solicitation. A voluntary site visit and pre-bid conference to provide information to proposers submitting a response was held on September 5, 2023. ITB responses were due and received on November 03, 2023. See Attachment A for a tabulation of bids received. The City received three (3) bids from the following firms:

 

·         AVR Contractors, Corp.

·         Florida Construction & Engineering, Inc.

·         Home Express, Corp.

 

The ITB stated that the lowest responsive and responsible Bidder meeting all ITB terms, conditions, and specifications would be recommended for award. The Procurement Department and Office of Capital Improvement Projects found that the lowest bid submitted by AVR Contractors, Corp meets the requirements of the ITB, including:

           

1.    Licensing Requirements. Bidder shall be State of Florida Certified General Contractor or Building Contractor to be considered for award. OR Miami-Dade County Licensed General Contractor or Building Contractor to be considered for award.

 

AVR Contractors, Corp is State certified as a General Contractor. The state license number is CGC1523297, expiring on August 31, 2024.

 

2.    Previous Experience of Bidder (Firm and/or its principal). Bidder and/or its principals must have been awarded a minimum of three (3) projects of similar scope and budget within the last ten (10) years, two (2) of which must be successfully completed and the third may be ongoing. A project of similar scope shall be defined as interior renovation and/or addition to a commercial or public facility with a construction cost of at least $1,700,000.

 

AVR Contractors, Corp provided three (3) positive and satisfactory references that documented the required experience.

 

3.    Previous Experience of Bidder (Firm) Project Manager. Bidder’s Lead Project Manager must have a minimum of ten (10) years’  experience in projects of similar scope and budget. Similar scope shall be defined as interior renovation and/or addition to a commercial or public facility.

     

AVR Contractors, Corp submitted proof of the required experience for its personnel.

 

4.    Previous Experience of Bidder (Firm) Superintendent. Bidder’s Superintendent must have a minimum of ten (10) years experience in projects of similar scope and budget. Similar scope shall be defined as interior renovation and/or addition to a commercial or public facility.

 

AVR Contractors, Corp submitted proof of the required experience for its personnel.

 

Accordingly, AVR Contractors, Corp has been deemed the lowest responsive and responsible Bidder, meeting all ITB terms, conditions, and specifications.

 

AVR Contractors, Corp was founded in 2015 in Miami, Florida. The firm is a Miami-Dade County-certified Small Business Enterprise (SBE) that offers services ranging from general contracting, construction management, estimating, project management, remodeling, and renovation. AVR is working on Phase II of the Neptune Apartments Rehabilitation, and the staff is satisfied with the service. Other clients include Miami-Dade Public Housing & Community Development and the City of Miami Beach. All references provided positive feedback.

FINANCIAL INFORMATION

The bid submitted by AVR Contractors, Corp, the lowest responsive and responsible Bidder, was for the grand total amount of $2,237,664.50. The contract total with the City’s contingency is  $2,461,430.95.

It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of a contract to AVR Contractors, Corp, the lowest responsive and responsible Bidder to ITB No. 2023-321-DF for the Collins Park Rotunda renovations and authorize the City Manager and City Clerk to execute a contract.
