It is recommended that the Mayor and City Commission approve the award of a contract to AVR Contractors, Corp, the lowest, responsive, responsible Bidder to Invitation to Bid (ITB) No. 2023-299-ND for Flamingo Park Historic Lodge, and authorize the City Manager and City Clerk to execute a contract.

This solicitation is currently under the cone of silence.

Flamingo Park is a 36.53-acre park located within the boundaries of the Historic Flamingo Park neighborhood in South Beach. Inside the park is a small building referred to as the Historic Lodge, which historically was the residence of the park’s groundskeeper. Currently, the building is not in use and requires repairs. The lodge will be renovated and may be used for public activities such as community support spaces, recreational use, and concession areas.

The scope of work includes selective demolition, a new interior layout, mechanical, electrical, and ADA upgrades, new interior and exterior finishes, stucco repairs (including patching and painting), new exterior glazing and doors, new roofing, new exterior concrete walkways, new pedestrian LED lighting, landscaping, and irrigation improvements.

To engage a contractor to complete the renovation, ITB 2023-299-ND was released.

On August 25, 2023, the ITB was issued. The Procurement Department issued bid notices to approximately 50,013 companies utilizing the City’s e-procurement system, with 117 prospective bidders accessing the solicitation. A voluntary site visit and pre-bid conference to provide information to proposers submitting a response was held on September 7, 2023. ITB responses were due and received on October 16, 2023. The City received two (2) bids from the following firms: AVR Contractors, Corp, and H.A. Contracting Corp. See Attachment A for a tabulation of bids received.

The bid received from H.A. Contracting Corp failed to include a bid bond as required by the ITB. Therefore, the bid was deemed to be non-responsive to the requirements of the ITB and could not be further considered.

The ITB stated that the lowest responsive and responsible Bidder meeting all ITB terms, conditions, and specifications would be recommended for award. The Procurement Department and Office of Capital Improvement Projects found that the bid submitted by AVR Contractors, Corp meets the requirements of the ITB, including:

1.     Licensing Requirements: Bidder shall be State of Florida Certified General Contractor OR Miami Dade County Licensed General Contractor OR State of Florida Certified Building Contractor OR Miami Dade County Licensed Building Contractor.

AVR Contractors, Corp is State certified as a General Contractor. The state license number is CGC1523297, expiring on August 31, 2024.

2.   Previous Experience of Bidder (Firm and/or its principal). Bidder and/or its principals must have successfully completed a minimum of two (2) projects of similar scope and budget within the last five (5) years. A project of similar scope and budget shall be defined as a commercial or public interior renovation with a minimum size of 1,500 square feet and a construction cost of no less than $500,000.00.

AVR Contractors, Corp provided two (2) positive and satisfactory references documenting compliance with the minimum experience requirement.

3.   Previous Experience of Bidder (Firm) Project Manager. Bidder’s Lead Project Manager must have completed at least one (1) project within the last ten (10) years of similar scope and budget. A project of similar scope and budget shall be defined as a commercial or public interior renovation with a minimum size of 1,500 square feet and a construction cost of no less than $500,000.00.

AVR Contractors, Corp submitted proof of the required experience for its personnel.

4.   Previous Experience of Bidder (Firm) Superintendent. Bidder’s Superintendent must have completed at least one (1) project within the last ten (10) years of similar scope and budget.  A project of similar scope and budget shall be defined as a commercial or public interior renovation with a minimum size of 1,500 square feet and a construction cost of no less than $500,000.00.

AVR Contractors, Corp submitted proof of the required experience for its personnel.

Accordingly, AVR Contractors, Corp has been deemed the lowest responsive and responsible Bidder, meeting all ITB terms, conditions, and specifications.

AVR Contractors, Corp was founded in 2015 in Miami, Florida. It is a Miami-Dade County-certified Small Business Enterprise (SBE) that offers services ranging from general contracting, construction management, estimating, project management, remodeling, and renovation. AVR is currently working on Phase II of the Neptune Apartments Rehabilitation, and the staff is satisfied with the service. Its clients include but are not limited to Miami Dade County, and the City of Coral Gables.  All references provided positive feedback.

The bid submitted by AVR Contractors, Corp, the lowest responsive and responsible Bidder, was for the grand total amount of $926,944.89. The contract total with the City’s contingency is $1,019,639.30

Based on the foregoing, it is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of a contract to AVR Contractors, Corp, the lowest responsive and responsible Bidder to ITB No. 2023-299-ND for Flamingo Park Historic Lodge and authorize the City Manager and City Clerk to execute a contract.
