Please place on the September 13, 2023 agenda a referral to the Public Safety and Neighborhood Quality of Life Committee to discuss the possibility of installing a Splash Pad in a designated children’s area within the spoil area by Lummus Park. Splash Pads, which are essentially small water park play areas (without any rides), are a fun-filled way for families to entertain their children and beat the heat on hot days and keep children active and constructively occupied.

Presently, the City has a Splash Pad installed in South Pointe Park, which sports a beautiful Art Deco water feature and resembles a sculpture, and has been included in both cinematic films and photography. Of course, South Pointe Park provides a plethora of activities and areas that are heavily utilized by residents and visitors alike, but the Splash Pad provides families with a safe, child-friendly play area with wonderful water effects. As such, some Ocean Drive residents have suggested utilizing the spoil area in Lummus Park (near the children’s playground) for the installation of a kids splash pad / fountain / playground area.

Accordingly, I would request that the Administration be prepared to address the feasibility and potential options for the installation of a Splash Pad in the spoil area of Lummus Park near the current children’s playground.  As part of this referral, I would request that the Administration be prepared to discuss any issues surrounding the installation of a Splash Pad in the Lummus Park spoil area including, but not limited to, identifying appropriate location option(s), any costs associated with its installation or operation, and any other relevant factors.
