| | | | | | | | RECOMMENDATION
| It is recommended that the Mayor and City Commission approve the Resolution authorizing the Administration to establish a pool of prequalified contractors that will be used to assist the City in acquiring general contractors for minor projects. When services are needed, the prequalified contractors will be contacted for proposals. The Resolution authorizes an initial pool of prequalified contractors: Caliste Construction, LLC, Design Build Interamerican, Inc., Green Alliance, Inc., Just 1 Plumbing, LLC, Kalex Construction & Development, Inc., Llorens Contracting, LLC, Lumen Construction Services, LLC, Sleiman Construction, LLC, Tadeos Engineering, LLC, Team Contracting, Inc., and Waypoint Contracting, Inc. The Resolution also authorizes the City Manager to keep the ITB open to prequalify additional contractors and delegates authority to the City Manager to add contractors to the pool, provided such contractors meet the requirements of the ITB or remove contractors for non-performance.

| | | | | | | | BACKGROUND/HISTORY
| On July 26, 2017, the City Commission approved the award of a contract, which included a prequalification pool of contractors for minor projects, pursuant to Invitation to Bid (ITB) 2017-049-WG The award had a three (3) year original term and two (2) additional one (1) year optional renewals. The contract has exhausted all renewal options, and this ITB is intended to replace the expiring contract.
Prequalification pools streamline the process for departments to request quotes when services are needed and provide the benefit of cost-effectiveness through competition for each project quoted. Through this solicitation, the City sought to prequalify contractors that may be engaged in the future as the need arises for general contracting services for minor projects as required by City departments, which may include construction work for which the prequalified contractor is licensed by the State or certified by the County to perform and may include, without limitation, any of the following project types (or others).

| On July 21, 2023, the Administration issued ITB 2023-157-DF. The Procurement Department issued 75,152 bid notices through the e-procurement system, with 108 prospective bidders accessing the advertised solicitation. Responses were due and received on August 11, 2023. The City received applications from the following thirteen (13) contractors:

Design Build Interamerican, Inc.
DMS Contractors, LLC
GecoFL, LLC
Green Alliance, Inc.
Just 1 Plumbing, LLC
Kalex Construction & Development, Inc.
Llorens Contracting, LLC
Lumen Construction Services, LLC
Sleiman Construction, LLC
Tadeos Engineering, LLC
Team Contracting, Inc.
Waypoint Contracting, Inc.
The following contractors failed to produce evidence of meeting the minimum requirements of this solicitation. Therefore, the applications cannot be considered for the award with the initial pool of vendors. However, the firms were advised that they may resubmit their applications at a later date to be considered in a subsequent addition of contractors to the pool.

The ITB stated that following the review of applications, the responsive and responsible bidder(s) meeting all terms and conditions of the ITB would be recommended for award. The ITB stipulated a contract term of five (5) years.
The Procurement Department found that the following eleven (11) contractors are responsive, responsible bidders meeting all terms and conditions of the ITB and are recommended for the prequalification award.

All prequalified contractors will be eligible to compete for projects issued by departments. The ITB stated that construction-type projects exceeding $200,000 may not be awarded pursuant to this ITB.

| There is no fiscal impact at this time as this item only establishes a pool of prequalified contractors for future use. When services are needed, staff will seek proposals from the pool of prequalified contractors. All expenditures pursuant to this contract will be based on approved funding appropriated to the respective department’s budget. Grant funds are not anticipated to be utilized for these services. |

| | | | | | | | CONCLUSION
| Proactively prequalifying contractors that can be contacted for proposals for future work will expedite the City’s response to future needs for general contracting services for minor projects. Otherwise, waiting to issue a solicitation when the need arises would significantly delay acquiring services when needed.
Therefore, it is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, approve the Resolution, prequalifying the initial pool of contractors: Caliste Construction, LLC, Design Build Interamerican, Inc., Green Alliance, Inc., Just 1 Plumbing, LLC, Kalex Construction & Development, Inc., Llorens Contracting, LLC, Lumen Construction Services, LLC, Sleiman Construction, LLC, Tadeos Engineering, LLC, Team Contracting, Inc., and Waypoint Contracting, Inc.; further authorizing the City Manager to keep the ITB open to prequalify additional contractors; and delegating to the City Manager the authority to add contractors to the pool, provided that any such contractor meets the requirements of the ITB, and to remove contractors for non-performance. |
