Please place the above item on the July 26, 2023 City Commission meeting agenda as a referral to the Finance and Economic Resiliency Committee (“FERC”). 

The Allison Island Security Guard Special Taxing District was created by Miami-Dade County in 1989 to fund private security services, construction of a guard house, and installation of gates on Allison Island. In 2019, Allison Island residents voted to approve the transfer of the district from the County to the City of Miami Beach.

Several residents of Allison Island, who have recently incorporated the Allison Island Association (“HOA”), have requested that the City negotiate an agreement between the HOA and the City, to permit the HOA to select and contract directly with a private security provider, and authorize the City to reimburse the HOA with special assessment revenue from the Allison Island Security Guard Special Taxing District.

As part of this request, the property owners have requested an increase to the amount of their assessment, in order to select a different security provider and/or contract for enhanced security services.  If approved by the City Commission, the Agreement will specify that the HOA shall be solely responsible for all costs and expenses in excess of the special assessment amounts collected by the City.
