Please place on the July 26, 2023 agenda a referral to the Public Safety and Neighborhood Quality of Life Committee to discuss taking proactive steps to initiate and commence City procurements well in advance of contract expirations and renewals.
The City routinely issues competitive procurements for the award of contracts for goods and services, design and construction, as well as concession agreements and leases of City-owned property. Despite our Administration’s diligent efforts to competitively procure goods and services, delays in the procurement process or the contract negotiation process often result in the incumbent vendor or contractor receiving a contract extension after the expiration of their agreement, on a month-to-month basis, to continue to provide goods or services to the City until such time as the City completes the new procurement and awards a new contract.
The proactive initiation and earlier commencement of the procurement process would prevent the need for contract extensions, and allow for ample time to evaluate bids, select the most qualified contractor, and negotiate agreement terms in the City’s best interests.
As part of this referral, I would ask for the Administration to evaluate which procurements have experienced delays over the years, and provide recommendations to the Committee for how to better address the issue and ensure our taxpayer funds are expended pursuant to a procurement process that promotes transparency, fairness and competition.
