COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Commissioner Alex Fernandez
DATE:July  6, 2023

SUBJECT:DISCUSSION REGARDING IMPOSITION OF MORATORIUM ON THE ISSUANCE OF SPECIAL EVENT PERMITS DURING THE MARCH 2024 SPRING BREAK HIGH IMPACT PERIODS.

ANALYSIS

Please place an item on the July 6, 2024 City Commission agenda to discuss whether the City Commission should approve a moratorium on special event permits on both public and private property during the March 2024 Spring Break high impact periods, and direct the City Manager to not issue any special event permits during this limited period.

The rationale for my initiative is very simple:  We have enormous crowd control problems during Spring Break, and special events attract crowds.  Accordingly, in order to send a cohesive message that “the party is over” during Spring Break 2024, then at a minimum we should also consider suspending the issuance of these discretionary special event permits during Spring Break, in addition to the other measures being considered at the July 6th City Commission meeting.
