| Pursuant to the request of the sponsor, Commissioner Alex Fernandez, the City Attorney’s Office and City Administration are prepared to discuss the attached Ordinance, which was drafted in order to clearly identify and define those areas of the Beachwalk subject to the proposed loitering prohibition. The proposed Ordinance is intended to provide a clear pedestrian pathway for ingress and egress to the beach, and further aims to mitigate congestion in heavily utilized portions of the shared-use pedestrian and bicycle Beachwalk, which congestion further limits access to and from the beach when people are continuously loitering in these beach access areas on and around the Beachwalk. |
