TITLE:

DISCUSS POTENTIAL AMENDMENTS TO THE HEIGHT REGULATIONS FOR PROPERTIES LOCATED IN THE INTERIOR PART OF THE SUNSET HARBOUR NEIGHBORHOOD

HISTORY:

On June 28, 2023, at the request of Commissioner Laura Dominguez, the City Commission referred a discussion (C4 AA) regarding height regulations for properties located in the interior part of the Sunset Harbour Neighborhood to the Land Use and Sustainability Committee (LUSC).

As noted in the attached referral memo, residents have recently raised concerns with the heights of new buildings under construction or proposed in the Sunset Harbour neighborhood. The sponsor would like the LUSC to discuss the current height regulations for properties in the interior part of the Sunset Harbour neighborhood, as well promoting development that is more compatible with the surrounding residential properties.

ANALYSIS:

The attached map outlines the existing zoning districts in the Sunset Harbour neighborhood, along with the current maximum building heights permitted within each district. The maximum building heights range from 55 feet in the I-1 district, to 55 feet, 65 feet, or 75 feet in the CD-2 districts. The maximum building height permitted in the RM-3 district is up to 150 feet.

The potential to go higher than 55 feet in the CD-2 district is only applicable to properties fronting Alton Road, Dade Boulevard, or on Purdy Avenue south of 18th Street. The maximum building height for the entirety of the I-1 district is 55 feet, and the maximum height for properties in the CD-2 district on Bay Road, as well as Purdy Avenue north of 18th Street, is 55 feet.

It is also important to note that the maximum floor area ratio (FAR) for the I-1 district is 1.0 and the maximum FAR in the CD-2 district is 2.0. In terms of the distribution of allowable building volume (floor area) within a given site, building height is an important component, as it determines the placement and movement of the allowable floor area.

CONCLUSION:

The Administration recommends that the Land Use and Sustainability Committee discuss the current building height requirements in the Sunset Harbour neighborhood and provide a recommendation to the City Commission.
