| SUBJECT: | DISCUSS CREATION OF AN EMPLOYEE INCENTIVE PROGRAM THAT WOULD REWARD EMPLOYEES FOR PROACTIVELY IDENTIFYING AND REPORTING ISSUES RELATED TO NEIGHBORHOOD SAFETY, CLEANLINESS, LANDSCAPTING, LIGHTING, AND OTHER QUALITY OF LIFE CONCERNS |

| In the recent past, the City had a successful employee incentive program called the Performance Recognition Program, such that each employee would receive $25 for scoring in the exceeding expectations range and $50 for scoring in the significantly exceeding expectations range during their annual performance review, and would also receive recognition at a City Commission Meeting. This program was ceased due to budget cuts during the COVID-19 pandemic.
In the past, the City had an incentive program for proactively identifying and reporting issues, especially in regard to safety. This incentive program was suspended as it did not generate the desired outcomes.
The City currently has a Citywide Procedure (attached) entitled Reward and Recognition Programs. Within, there is a process by which each Department may establish additional employee recognition programs |

| It is within the job duties of many employees to report and correct issues related to neighborhood safety, cleanliness, lighting, and other quality of life issues. Employees are coached, trained, and directed to do their best accomplishing these duties. I will continue to hold Directors responsible for the high performance of employees. They, in turn, will hold Supervisors accountable to ensuring this as well. |
