ANALYSIS

1. National Fish and Wildlife Foundation, National Coastal Resilience Fund, in the approximate amount of $125,000 for Flagler Monument Island Restoration.

The National Fish and Wildlife Foundation will award approximately $140 million in grants to create and restore natural systems to increase protection for communities from current and future coastal hazards and improve habitats for fish and wildlife species. The grant program is primarily funded by, and coordinated with, the National Oceanic and Atmospheric Administration (NOAA).

The City administration is applying for grant funding in the approximate amount of $125,000 for design and permitting activities for a project to restore Flagler Monument Island. The project will encourage benthic resource recruitment and help to protect the seagrass habitat from boating activity and beached vessels. A City match in the approximate amount of $125,000 is subject to approval and appropriation during the FY 2024 budget process.

2. U.S. Department of Homeland Security, Federal Emergency Management Agency, through United Way of Miami-Dade County, Emergency Food and Shelter Program, in the approximate amount of $75,000 for Assistance to Residents in Need.

The Emergency Food and Shelter Program (EFSP) was established in 1983 with the signing of the Jobs Stimulus Bill. In its 40-year history, the EFSP will have distributed $6.158 billion to over 14,000 human service agencies in more than 2,500 communities across the country. This year’s grant opportunity is for Phase 40 funding.

The City administration is applying for grant funding in the approximate amount of $75,000 for assistance to residents in need. The funds may be used by low- and moderate-income individuals and families who are currently at risk of homelessness or eviction, for food vouchers, rent or mortgage assistance, mass shelter, or utilities. No matching funds are required.

3. Florida Department of Transportation, Public Transit Service Development Program, in the approximate amount of $1.25 Million for South Beach Trolley Service.

The FDOT Public Transit Service Development Agreement Program was enacted by the Florida Legislature to provide funding to special projects that can improve or expand public transit services. Service Development Projects are subject to specified duration times, eligible for up to no more than three years.

The City administration is applying to grant funding in the approximate amount of $1,250,000 for the South Beach Trolley Service. This would be the 2nd year of funding provided by FDOT that would be used for operating assistance in the effort to electrify fleet by 2025. A City match in the approximate amount of $1,250,000 is subject to approval and appropriation during the FY 2025 budget process.
