| DISCUSS WORKING WITH MIAMI-DADE COUNTY TO ESTABLISH A POSITION WITHIN MIAMI-DADE COUNTY DEPARTMENT OF ENVIRONMENTAL RESOURCE MANAGEMENT (DERM) FOR A CITY REPRESENTATIVE WHO WOULD BE DEDICATED TO ASSISTING CITY RESIDENTS AND BUSINESSES WITH OBTAINING REQUIRED DERM APPROVALS FOR THE ISSUANCE OF BTRS OR DERM PERMITS FOR CONSTRUCTION WITHIN THE CITY OF MIAMI BEACH |

| | At the February 22, 2023 City Commission Meeting this item was referred to PSNQLC and FERC for further discussion to consider working more closely with Miami-Dade County to facilitate the process for City businesses requiring DERM approvals for the issuance of BTRs, or residential or commercial construction or renovation projects requiring DERM approval. |

| | | | | | | | ANALYSIS:
| | Two referring Commissioners indicated that a common complaint received from residents and businesses is that they cannot get a City permit or BTR because of a DERM process impact. As a result, City businesses experience a delay with opening or with construction, and there is little that the City can do when the issue lies with DERM. The Commissioners wish to discuss if the City should consider funding a position within DERM to be exclusively dedicated to assisting City residents and businesses with their DERM processes.
Furthermore, the referring Commissioners request that this issue be considered as part of the ongoing reviews relating to the City’s overall permitting requirements and procedures. It has also been requested that the Administration’s consultant review this proposal as well and provide specific recommendations if a position like this could help improve the process of getting a DERM permit or other DERM approval. |

| | This item is referred for discussion at PSNQLC and FERC. Depending on the outcome of the dialogue, the funding of the position should be discussed as part of the FY 23-24 budget process. |
