DISCUSSION REGARDING PROVIDING PROPERTY OWNERS WITH NOTICE OF BUILDING PERMITS, CODE VIOLATIONS, UPCOMING INSPECTIONS, AND PAYMENTS DUE WITH REGARD TO THEIR PROPERTIES


HISTORY:

At the April 6, 2022 Commission Meeting, Commissioner Meiner placed a referral to the Public Safety and Quality of Life Committee to discuss ways to ensure that, in addition to contractors and agents, property owners are furnished with information concerning the denial of building permits, code violations, upcoming inspections, and payments due with regard to their properties.

ANALYSIS

The Building Department now requires that all permit applications, include the email address for the property owner. This ensures that all communications regarding the status of a permit are emailed to the property owner, as well as the applicant (if different then the property owner such as a permit runner), and the contractor. There are various communications sent out during the permit process including when a plan review begins, when a plan review fails, when a plan review passes, when a permit is Issued, when payments are due, when inspection are scheduled, and if inspection failed.  This information is also publicly viewable at any time on the City's Civic Access portal. 

 

For Building Violations, a Notice of Violations is posted on the property as well as sent to the property via certified mail.

 

The Code Compliance Department is tasked with notifying property and/or business owners of code violations by following due process procedures as set forth in Chapter 162 of Florida statutes that includes posting at the property, hand delivery to the person in charge or the registered agent (if local), and certified mail to the registered agent to ensure property and/or business owners are informed.  The department mails invoices for monies due for any fines associated with notices of violation.  All of this information is also made available to the public on the City's Civic Access portal (formerly Citizen Self Service (CSS)).
