COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Vice-Mayor Ricky Arriola
DATE:April  28, 2023

SUBJECT:DISCUSS STATUS OF MUNICIPAL MOORING FIELD.

ANALYSIS

I am asking for the City administration to provide an update on the status of the mooring field project.

The Commission has fully endorsed the establishment of a mooring field to provide a much-needed mechanism to tamp down on unsightly derelict boats that are not paying for anchorages. These boats not only detract from the beauty of the bay, but they also pose a threat to public safety and navigation. By requiring all boats in the bay to be anchored in designated mooring fields, the city can regulate their use and ensure that they are properly maintained and not causing harm to the environment.

One of the primary benefits of a municipal mooring field is that it would improve water quality by better-regulating boats from illegally dumping waste into Biscayne Bay. With proper facilities and regulations in place, boaters would be required to dispose of waste properly, reducing the number of pollutants in the water and reducing the risk of illegal dumping. This is essential for preserving the delicate seagrass ecosystems in Biscayne Bay, which play a critical role in maintaining the bay's health and its inhabitants.
