| It is recommended that the Mayor and City Commission approve the award of a contract to Structural Preservation Systems, LLC, pursuant to Invitation to Bid (ITB) No. 2023-042-DF, for repairs to the 77th Street bridge over the Tatum Waterway.
This solicitation is currently under the cone of silence. |

| | | | | | | | BACKGROUND/HISTORY
| The 77th Street bridge over Tatum Waterway is located within the Biscayne Point neighborhood between Hawthorne Avenue and Tatum Waterway Drive. According to the Florida Department of Transportation (FDOT) Bridge Inspection Reports, this bridge has consistently received a sufficiency rating between 61.9 & 62.5, which is below the FDOT recommended minimum threshold of 70. Therefore, the improvements incorporated in the ITB are proposed to bring the bridge into compliance.
Through the ITB, the City requested bids from contractors to improve the bridge's substructure and superstructure. Construction tasks for the project include, but are not limited to, rebar replacement, pile jacket installation, and concrete repair (e.g., cracks, spalls, and delamination). |

| ITB PROCESS
On November 16, 2022, the ITB was issued. The Procurement Department issued bid notices to approximately 24,000 companies utilizing the City's e-procurement system, with 73 prospective bidders accessing the solicitation. On November 30, 2022, a site visit and pre-bid conference were held to provide information to proposers. Responses were due and received on January 18, 2023. The City received three (3) responses from the following firms: Interstate Construction, LLC, Structural Preservation Systems, LLC, and, Southern Road & Bridge, LLC. A tabulation of bids received is provided in Attachment "A."
The solicitation stated that the lowest overall responsive, responsible Bidder meeting all terms, conditions, and specifications would be recommended for award. The Procurement and Public Works Departments have verified that the overall lowest responsive bid, submitted by Structural Preservation Systems, LLC ("SPS”) met the requirements of the solicitation, including licensure and experience requirements. SPS has performed work for several South Florida public and private agencies, and all references provided positive feedback. The ITB stipulated 160 days for substantial completion.
Accordingly, SPS has been deemed the lowest responsive and responsible Bidder, meeting all terms, conditions, and specifications of the ITB.
Structural Preservation Systems, LLC
Since 1979, Structural Preservation Systems, LLC (“SPS”) has served commercial, public, transportation, water, industrial and power customers, providing a wide range of specialty repair and maintenance services for civil and structural infrastructure. In combination with other Structural Group, Inc. companies, SPS holds the position as the largest concrete repair and maintenance provider in the United States and ranked No. 34 on Engineering News-Record (ENR) magazine’s list of the 2018 Top 600 Specialty Contractors. |

| | | | | | | | SUPPORTING SURVEY DATA
| According to the 2019 Community Satisfaction Survey conducted by ETC institute, roadway pavement and bridge improvements are 46.6% and 14.8%, respectively, the most important capital improvement projects. Through this ITB the City aims to reinforce the safety of a critically used bridge for City residents. |

| The bid submitted by Structural Preservation Systems, LLC, the lowest responsive and responsible bidder, is for a grand total of $598,985.00, which is within the available budget for the project. Grant funding will not be utilized for this project.

| Based on the foregoing, it is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of a contract to Structural Preservation Systems, LLC pursuant to Invitation to Bid (ITB) No. 2023-042-DF for 77th Street Bridge over Tatum Waterway Repairs, and authorize the City Manager and City Clerk to execute a contract. |
